<p class=MsoNormal>Flash #1: Idaho has won a grant award from the USGS
CAP to advance the Regional Resource Center concept to a practical
implementation plans based on a template which all the RRCs can use. Eric
Smith, Fremont County, did a great job of pulling the application together. Keith
Weber and I assisted. Thanks to everyone who contributed.<o:p></o:p></p>

<p class=MsoNormal>Flash #2: The Idaho Technology Resource Management
Council approved the advancement of our new Executive Order to the Governor for
signature. This is a major milestone in our community. As soon as the new EO is
signed, we will move into transitioning from our current governance system to
our broader-based system. Everyone will be invited to join the Idaho Geospatial
Council. Stay tuned for further announcements.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>Our map for March is contributed from the Dept of Water
Resources. The cartographer is a hydrologist, Jennifer Cuhaciyan. The problem
is that terrain obstructs real-time data signals about flows from various
spring gauges in the area which blocks transmissions to the primary station
(Bell Rapids Relay). This map depicts the areas in range and out of range of Bell
Rapids Relay. The purpose of the analysis is to identify the best locations for
secondary stations to pick up the data transmissions from the springs and relay
them to the primary station, which then sends them on to an office in Twin
