[Agencyitmanagers] Updated ITA Standard S4232 Parcel Data Exchange

This morning the IGC-EC approved updates to ITA Standard S4232 - Parcel Data Exchange<https://ita.idaho.gov/psg/s4232.pdf>.

Some of the biggest changes include:

  *   3 datasets:
     *   A parcel polygon layer with attributes related to the entire parcel (see screen capture of the proposed schema below)
     *   A parcel point layer displaying parcel centroids (as calculated using GIS tools) with the same attributes as the parcel layer
     *   A table with improvement information where each row in the table corresponds to one improvement   (new in this standard)
  *   The assessment categories have been simplified
  *   New fields:
     *   PUBLIC_STD
     *   Centroid Coordinates
     *   VAL_LAND and VAL_IMPVTS, i.e. the value of land and improvements.
     *   HOME_EXMPT
