I was curious about the answer to this question and forwarded it to a staff
attorney for one of the chapter 13 trustees in WA. The answer is that WA's
homestead exemption DOES apply extraterritorially. So long as a debtor
qualifies for WA exemptions then he or she may use the WA homestead
exemption on real property located in Idaho or any other state.
