[CLBS] Federal Health Insurance

Listmates:

I have a client that has been on leave without pay (government has termed it a lay-off) from the Forest Service.  She has federal health insurance and is responsible for the payments while she is on leave.  She can't make the payments, but the insurance remains in effect.  If the Forest Service re-employs her they will start deducting the premiums that are in arrears.

Question:  is this a non-dischargeable debt?  Can the Forest Service cancel her insurance once they see she has listed the debt in her bankruptcy?
