I doubt that transferring the claim would change its non-dischargeable
character, but I think you might find caselaw holding that refusal of
renewal solely because of non-payment might be a violation of the discharge.
That might apply only to a debt dischargeable in bankruptcy, though; don't
know.

All:
A Chapter 7 client had fines from a 2006 ticket for driving with no
insurance. The debt was turned over to a collection agency some years ago.
I listed the collection agency in Schedule F. The client went to the DMV
who told her that until the fine was paid, they would not renew her
license. Does anyone have any insight on whether this debt is
dischargeable since it was turned over to the collection agency?
