Dear Listmates:

I am aware that county medical indigency liens that are actually filed and
secured (debtors own real property at time of bankruptcy filing) are
non-dischargeable in bankruptcy (Handy vs. Bonner County).  I am also aware
that such liens go away if the debtors don't own any real property at the
time of their bankruptcy filing (Mechling vs. Bonner County, which was my
suit).  What I need to know is whether the inchoate lien can be discharged
if the debtors file their bankruptcy prior to any county lien hitting the
public records, or if a lien filed post-petition would just be considered a
"ministerial act".
