Kathie,
See the Self-Service Storage Facilities Act at Idaho Code section
55-2301 et seq. Your client's interpretation is suspect (bar room law).

Subject: [CLBS] Mini-storages
Dear Listmates:
I have clients who own a mini-storage facility. They have a non-paying
renter, and have notified him by certified mail that they intend to hold a
sale of the contents of his unit. The Code requires advertisement in a
newspaper, but they've heard that they don't have to advertise if the value
of the contents is lower than the amounts owing for rent. This sounds too
good to be true. Any experts in mini-storage law out there?
