I think if there's no indigency lien out there then the 5-yr statute of
limitations on written contracts would apply because I.C. 5-225 says the
time limitations apply to the state as well as to private parties. County
should be no different than a private party collecting a promissory note in
this situation. At least that's how I'd approach it.

Is anyone aware of a statute of limitation for collecting on monies lent by
the county to an applicant. There is no indigency lien.
