Look at Rule 4007(b) stating that a complaint concerning the determination of dischargeability  except one for consideration under 11 usc 523(c)-i.e. 11 usc 523(a)(2)(a)(4) and (a)(6)- can be filed at any time.

Can a debtor reopen his bankruptcy case to seek discharge of a student loan debt? His reason for failing to do so in the first place was that he was representing himself and did not realize he was supposed to file a separate action on the matter.
