[CLBS] Skeleton Chapter 13s per BAP

Yesterday the BAP put out an interesting decision wherein a California
attorney was sanctioned for filing two separate chapter 13s for the sole
purpose of stopping foreclosures.  He was fined $2,000 for each case.  There
were essentially no schedules, sofas or attorney disclosures filed, no
attendance at 341s, and other shenanigans, but it's a good cautionary tale.
