[CLBS] Obligations to the VA

Veteran suffered a foreclosure in the early 90s on a VA home loan resulting in  a deficiency. In 2005 he filed a no asset chapter 7 and received a chapter 7 discharge He now qualifies for VA disability benefits but received a letter from the VA indicating their intention to set off the old deficiency against his benefits. 
Your thoughts or your experience are welcome as to the a statute of limitations on the VA deficiency, the effect of the discharge on the deficiency and the right of offset or lack of it as to the deficiency.
