[CLBS] State liens for indigent medical services IC 31-3504

Has anyone dealt with liens under IC 31-3504?  Debtor now has a job. Lien is
$250K. Can this be reduced in a BK somewhat like a dischargeable tax (where
the value of the lien is reduced to the amount of equity in property on the
date of filing)? Any other way to deal with such liens inside or outside of
BK other than pay in full?

Debtor now has a good job, but can't pay $250K.
