[CLBS] Civil restitution/governmental entity

Where do I find information regarding when (or if) civil restitution may be
awarded to a governmental entity in a wholly civil case (if at all)? I
received a complaint where the county is seeking restitution in a negligence
case. It matters because restitution is likely not dischargeable in a
bankruptcy case under 523(a)(7).
