[CLBS] Q re notice requirements

All my Motions for Approval of Compromise and Applications for Compensation are mailed to everyone on the Master Mailing list.  Sometimes I send only a Notice of Hearing or negative notice, including a summary and substance of the motion (for voluminous motions) but stating if one wants a copy of the full motion and exhibits to contact us and we'll send it.

Under BLR 2002.2(b), it sounds like nearly all motions (except those that have their own BLR) need to be served on all creditors on the master mailing list.  However, I rarely see this on motions.  Do parties just choose not to comply or am I missing another reason why notice isn't going to all creditors?
