I generally do the same thing as Jed - if it's a voluminous thing, I'll do a separate Notice of the Motions which is the only thing that actually gets sent to the entire matrix. In some cases, (those with a large matrix), we may even do a separate Cert of Service of the Notice (so we're not wasting paper just reproducing a long matrix).

I send my Motions to all. Usually the COS is filed separately and not attached to the mailing. Perhaps you are not seeing a separately filed COS? Of course Ch 11 have different service requirements.
