Yes; a federal tax lien is not subject to state exemptions. See In re Selander, No. 16-43505 (Bankr. W.D. Wash. Oct. 19, 2018) for a general discussion of this issue in a Chapter 7 context.

Does a federal tax lien attach to homestead proceeds in Idaho during the
year that they would otherwise be exempt under 55-1008? In other words, if
the funds are in a segregated account, traceable to the sale of the home,
does the IRS's lien attach to such exempt funds?
