Message-ID: Hi there, Toni, William, John and Ryan! In light of all of the craziness going on as of late, I am nervous to roll-out the Moodle platform at this time since there will be functional things for all of us to learn and requires everyone to create another online account. Instead, I have created this ListServ for all of our NCASG survey contacts. We can now send all inquiries to: dhr_ncasg_survey_list at admws.idaho.gov and always reach the most current NCASG list. (I have only added you guys so far just to show you how the listserv looks before introducing it to the whole group and I will remove Ryan since he's not in the general email block.) Whenever there is a change to our group, I can quickly make the update in the listserv without having to send out another email block update. This also makes it so members don't have to worry about if they are using the most current block or not. When a state replies, the reply is sent to the "poster" (the person who sent the request). If a state chooses to reply ALL, then it will go to the entire group just as it does now. The only difference is that our email addresses will not be listed in detail but I will continue to maintain our excel directory and will email it to the listserv periodically. I?ve used similar systems before now; this is my first time with PayScale?s product. We are in year 3 of our current contract with them. I expect to renew it. 1. How did you change past processes to accommodate this tool? * Up until 2018, it had been used here to load a variety of surveys and only 28 benchmark jobs were identified and formally matched/market-priced out of 1,400 job classifications. * In 2019-20, we began to focus on increasing the benchmarks and now have over 600 benchmark jobs market priced in this system representing about 70% of all positions. * The other 800 non-benchmarks, representing the remaining 30% of positions, are slotted but we are continuing to identify market data to further increase benchmark matches in 2020-21. * We sought to ensure benchmark representation in every agency, every job family, and every pay grade. We also asked our agencies to identify hard-to-fill jobs and key/critical jobs where market data was needed for decision-making. * We analyzed survey utilization to identify gaps and purchased/participated in additional surveys, and abandoned others (unless they were from NCASG colleagues, of course), based on that gap analysis and our survey budget. We remain skeptical of loading ?association surveys? and PayScale?s own ?company-sourced? data. * We don?t force matches but we do seek to have between 2 and 5 valid survey matches sourced from different surveys for each benchmark. * We have automated feeds of position/employee files from our HRIS to PayScale. We retain control of the Job files in OSHR because that works better with our processes. PayScale will work with you on the file feeds, or doing mass changes with you if you need them to. Very good support delivered with their product. * Their commitment for loading surveys for us is a ten day turnaround; it is normally less. 1. Do you have any advice for a government entity that may be looking to implement this tool? * Up until this calendar year, we did not utilize the full functionality of the system. We used their online training courses to learn different features, but we felt a strong need for in-person training by PayScale. We worked with them to develop a basic/intermediate training program for us and our entire team participated in that training on site (pre-COVID). It opened us up to many more possibilities for using the system without fear of mismanaging our data. I highly recommend the in-person training. The trainer, like the support we?ve always received from PayScale, is great. * We are now using the system to model and build new pay plans/salary structures. * We are seeking to budget for the advanced in-person training (post-COVID) to grow even deeper in our use of the MarketPay system (tableau reporting tool, equity analysis, etc.). It is a very robust analytical tool and we know we are not yet using it to its full potential. * Our team first approached it from different technology knowledge levels; i.e., only a few using it. Now I see every team member moving up in their comfort zone with their market data analysis roles. I expect them to use that system in their agency consultations in sharing trends and conveying classification recommendations/decisions. * We tend to create monster Excel files; I can see a future where we do most of that work in MarketPay. 4. Has this tool been a good investment? * Absolutely. And no, I do not own stock in the company, have relatives who work for PayScale, or any other personal/professional relationship with them. * My only criticism is in a pricing practice for loading surveys that we experienced last year. We were invoiced for loading a vendor?s survey suite as one survey, but another vendor?s suite was invoiced for each of the six surveys in the suite. I fully expected the latter, so I didn?t raise flags about the former or the seeming inconsistency. Waiting to see how that is handled this year. Plan to spend significant time onboarding the product. Each classification has to be matched to a PayScale job before you?re able to access data and it is not a quick process. The system lags between screens several seconds. If you?re trying to research market data for a new job that hasn?t been created yet, you still have to create a fictitious job code to get the data. Also, it is not possible to separate public and private sector companies. It?s all lumped together under ?company.? This is why we?ve been unable to use it for annual benchmarking since we provide a public sector and private sector number separately. Another aspect in question is that when I try to pull data for the Baton Rouge local market, I don?t get data actually from Baton Rouge. The system provides data from comparable cities all across the country in the report. This data also seems to be much lower than what we usually see in our other product, CompAnalyst. 4. Plan to spend significant time onboarding the product. Each classification has to be matched to a PayScale job before you?re able to access data and it is not a quick process. The system lags between screens several seconds. If you?re trying to research market data for a new job that hasn?t been created yet, you still have to create a fictitious job code to get the data. Also, it is not possible to separate public and private sector companies. It?s all lumped together under ?company.? This is why we?ve been unable to use it for annual benchmarking since we provide a public sector and private sector number separately. Another aspect in question is that when I try to pull data for the Baton Rouge local market, I don?t get data actually from Baton Rouge. The system provides data from comparable cities all across the country in the report. This data also seems to be much lower than what we usually see in our other product, CompAnalyst. 4. Has this tool been a good investment? This product has really great summary reports that are easy for clients to understand. Other than that, yet to be determined. We have proposed class specs and pay ranges established for benchmark jobs. We still need to figure out how many levels truly exist in each series. It's all internal for us, so it's taking some time. However, I have been relying on information from other states, particularly Idaho. The pandemic certainly slowed things down. For this group of jobs, we moved away from point-factor system maybe 15 years ago, as several IT classifications were consolidated into two broadbands. Class determinations were based on consensus of a review board until recently. We're staying away from point-factor job eval. Why, you ask... * I'm not a fan of that method because it's too complex to explain to non-users. When HR can hide behind complexity, employees typically default to suspicion and conspiracy theories. * Traditional point systems require a high degree of specificity in the job descriptions and plans are based on the concept that you can make finite distinctions between jobs by examining the component parts of a job. Again, this method is overly complex when all one really needs to know is type and level of work to make a class determination for a position. Like Louisiana, we also implemented our new class/comp system in 2018. We reduced the number of job classifications from ~2,400 to the current level of ~1,400. (I am somewhat in awe of the consolidations that North Dakota is undertaking.) At that time we introduced some new salary administration concepts and guidelines. Neville Kenning provided consulting support to North Carolina up to that point. Since then, we've granted significant salary administration and classification flexibility (formerly called delegation of authority) to State agencies. Immediately following the system implementation in mid-2018, we knew we wanted to look very closely at our market pricing practices from a total compensation perspective; i.e., philosophy, base pay, bonuses, pay supplements/incentives, policies/practices, survey utilization, salary structure designs, benefits analysis, program relationships between agencies and the university system, etc., etc. [If I were a radio host, this is where I would be teasing up the next segment to follow after the commercial break or, in this case, question 2.] 1. State leadership gave us an extremely aggressive schedule for project completion, starting late in 1Q2019 and a goal to finish all of the above by early 3Q2019. Stop laughing; I can hear you. And yes, the project was enormous and is ongoing through no fault of ours or the consultant. Factoring in organizational politics, pandemics, scope creep, and my Class/Comp team's unwavering attention to detail, we are now expecting to wrap up in 3Q2020. We and Mercer are still on budget per our contract, and we anticipate delivering better results than had we actually tried to do all of that in the original span of <9 months. Over 70% of our positions are now market-priced and we are seeking to increase that by another 10-15% within the next 18-24 months. Translation: look for more NC surveys in your mailbox in the future. We plan to implement four new competitively market-based salary structures in early 2021. Throughout our project with Mercer, we have been laying the foundation to build and implement a formal career framework starting in 2021 that includes participation by OSHR, state agencies and universities. We've been busy reconfirming and validating preliminary job architecture elements (e.g., function, family, branch, career stream, career level). We will be executing a plan for mapping employees to the new career framework to ensure consistency in career levels across the state, as well as define eligibility guidelines for compensation programs, including ongoing accurate alignment of jobs to the salary structures. Our ultimate goal is to identify critical jobs/areas and create paths (movement, feeder jobs, experiences) to support and strengthen our talent management programs. Over an approximate three year timeframe, we expect the UNC system to be migrated away from their current career banding structure and transitioned into the same class/comp system we implemented for the state agencies. We found that broad bands allow for flexibility and for individual development and progression within banded classes. However, the primary challenge to broad bands is that the flexibility can lead to inequity. In our world, many banded classes include a wide variety of unique positions, making it difficult to understand the true responsibilities and manage changes in the market pricing of roles within a banded class. Other than some university-specific classes, Mercer identified many cases where UNC jobs are consistent with jobs across the agencies and share general industry market matches. Therefore, it seemed most logical for us to align them with our new market-based salary structures: 1) due to the challenges of keeping bands true to market, 2) administrative responsibilities and costs common to broad bands, and 3) opening up more meaningful and transparent career path opportunities between our agencies and universities within the new career framework. Why am I telling you all of this? I know that was quite a long road to take you down but I felt it was necessary to explain (ok, defend) why we engaged with a consulting firm to assist.
