[NCASG] FY wage increases - quick and easy (I hope)

Hey John!

In FY 19-20 Colorado employees received a 3% across-the-board.
In FY 20-21 Colorado employees did not receive an increase.
In FY 21-22 we do not anticipate there will be wage increases but will not
know that for sure for quite some time.

Please let me know if there is anything else.
