[NCASG] Hiring Incentives for Civil Engineers

North Dakota is not doing any special hiring incentives for civil engineers at this time.  We have other programs we can highlight, but those aren't specific to engineers (i.e. tuition reimbursement, moving allowances, professional development, etc.).
