Unfortunately, for the second year in a row, I'm writing to share that our annual National Compensation Association of State Governments Conference has to be cancelled due to COVID-19 concerns. This was a difficult decision, but one that the NCASG Executive Board made with the health and safety of our members in mind. As you are aware, Mississippi had planned to host our conference this year and Minnesota last year. Both states find next year challenging due to extraordinary business demands so we're are looking for a state to host the 2022 Annual NCASG Conference. Please drop us an email if your state is up to the task of hosting the 2022 NCASG conference. Although we will not be able to meet in person this year, we are planning to share the survey results in a virtual presentation on Tuesday, October 19, 2021. Following the virtual presentation we will have our business meeting to discuss any proposed changes to bylaws and other business. Additionally, it's time for us to begin soliciting nominations for the following Officer positions: President-Elect Treasurer Secretary Nominations will be accepted now through September 7, 2021. Before submitting an individual for consideration, please ask the nominee if they are willing to perform the duties of the office. We have attached the bylaws where the responsibilities of each office is outlined. Nominations should be emailed to Sheena.Buffi at dhr.idaho.gov. At the close of the nomination period, NCASG Officers will send member states a ballot with the names of nominees and a deadline for submission. Each member state will have one vote. The election results will be announced during the virtual meeting on Tuesday, October 19, 2021. On behalf of the NCASG Executive Board, I thank you for your continued support of our organization. Please stay healthy and enjoy the rest of your summer. The classification plan is based on a systematic review and analysis of the duties and responsibilities of all positions in the State Classified Personnel System. Classification is based on a variety of factors, including duties performed, the scope and level of responsibilities assigned, the nature and extent of supervision received and/or exercised, and the knowledge, abilities and skills required. All positions having similar duties and responsibilities are grouped into classes and are assigned to a salary grade. A certification letter at the beginning of the document lays out the purpose for the personnel rules (attached) and may come closer to a philosophy. Again, this is a 2006 document that is being updated currently. Laura L. For those of you who fall into the category of still wanting/planning to participate, but just needing some more time, that is completely fine. I just ask that you please let me know if you think it would be longer than a week from today (9/3/21). The classification and compensation plan is a clear measure of the value employees bring to the State. Compensation Plan * Allows the State to attract and retain high performing employees * Ensures that employees are compensated fairly and paid for their performance * Influences managers to manage and address performance * Pays an appropriate salary based on the relevant market and the employee's knowledge, experience, and performance * Reinforces the dual career path classification structure * Provides direction and a framework to make sure that the State has the right people in the right positions * Provides consistency in pay decisions across the State Goals of the Compensation Plan * Align compensation paid by State to a competitive position as compared to the relevant comparator groups in the marketplace * Control and monitor compensation expense as part of the overall operating expense * Provide a tool to monitor compensation issues and trends internally and in the external labor market * Align positions based on job content and internal equity * Address retention and turnover linked to compensation * Serve as a resource for managers Please don't hesitate to reach out with any questions. Whereas grants are specifically excluded I am not sure if the monies previously mentioned are considered grants. Does receipt of these funds make the State a federal contractor? The hyperlink to the PEO is below, final regulations will not be issued until November 24, 2021 and effective date is specified as January 30, 2021. Today is the designated deadline for submission to the 2021 NCASG Benefits Survey. So far the number of submissions is down a bit from last year, but we usually get a rush of submissions around the deadline. If you have not yet submitted, there is still time. If you still intend to submit, but will need a little more time, please let me know. Subject: NCASG 2021 Benefits Survey [A close up of a person Description automatically generated] Greetings from North Dakota! On behalf of the National Compensation Association of State Governments (NCASG), please find attached the NCASG 2021 Benefits Survey, including a response form and an instruction document. Thirty-two states participated last year, two more than the previous two years. Let's see if we can add a few more this year. All participants will receive a detailed results report. New for 2021. Other than changing dates and some minor editing of the response form and the instructions, we have made no changes to the survey this year. Nonetheless, please note that Table 6 (Employer and Employee Contributions to Health Insurance Premiums) was significantly simplified a few years ago. On this table please provide data only for the one plan with the largest participation, and indicate whether the plan type is Indemnity, PPO, or HMO. I have access to every state's 2020 response. If you do not have a copy of your state's 2020 submission but would like to have one for reference while completing the 2021 survey, please let me know. Since little has changed in the survey since last year, it should be relatively simple to provide an update with changes to your 2020 submission. The thirty-two participants from last year's survey are as follows: AK AL AR CA CO DE HI IA ID IN KS KY LA MN MO MS MT NC ND NE NM NV OK OR SC SD TN UT WA WI WV WY Please submit your NCASG 2021 Benefits Survey responses to me no later than August 31, 2021, so we can distribute results promptly. Should you have any questions, please feel free to contact me via reply email or at my telephone number below. Leanne Schmidt has agreed to serve as an alternative contact (701-328-4738 or lmschmidt at nd.gov). All surveys are due August 31, 2021. Thank you!
