I've included our guidelines, below. Let me know if I can assist with any further questions? Requirements for establishing a Shift Differential Pay Policy under Civil Service Rule 6.28(c) include: * The Shift Differential policy must be submitted to State Civil Service for review two weeks prior to implementation. * All policies are subject to pre-authorized limits set by the SCS Commission. * Current pre-authorized limits are percentages derived from the pay level of the first line supervisor's hourly pay rate to the midpoint of their pay range. * If the agency's request is above the current pre-authorized hourly limits, approval must be obtained from the SCS Commission prior to implementation. As noted on the hyperlinked minimum wage poster, "The minimum wage rate will increase 85 cents each year through 2023 for all private, non-exempt businesses. Missouri Minimum Wage law does not apply to public employers, nor does it allow the state's minimum wage rate to be lower than the federal minimum wage rate." With that being said, the Missouri minimum wage for private employers is set to go to $11.15 in 2022 and to $12.00 in 2023. Effective March 1, 2021, Missouri's Governor approved raising minimum wage for State of Missouri employees to $10.30. The National Compensation Association of State Governments invites your state to participate in the 2021 NCASG Pay Structures and Practices Survey. This survey is one of three surveys administered each year by the NCASG. NCASG is a national organization composed of state government human resources professionals and serves as a forum for states to exchange information, professional expertise and knowledge related to state government employees. The survey template is attached and responses are requested to be returned to me by August 31, 2021. The NCASG Pay Structures and Practices Survey provides a wealth of information that states can use to make comparisons from year to year. Topics in this survey include information such as how each state defines its workforce, pay structures, pay ranges, employee counts, turnover, base pay increases, variable pay practices, promotions, overtime, how employees move through their respective pay ranges, strategies for setting pay, compensation initiatives and so much more! Last year, 36 states from all over the U.S. participated in the survey. A list of last year's participants is attached. It is hoped that even more states will participate this year. As a participant, your state will receive a copy of the results at no charge - a $500 value! Participants also receive the benefit of receiving a pre-filled 2022 survey next year, which saves time on completing the survey.
