Message-ID: Hi everyone, I am looking into making comparisons of our state government benefits to those in the private and public sectors. Do any of you use resources other than the NCASG Benefits survey to accomplish this in your state? * I've looked into BLS and their technical note says government shouldn't be compared to private sector for their data... National Compensation Survey: Employee Benefits in the United States, March 2021 (bls.gov) COMPARING PRIVATE AND PUBLIC SECTOR DATA Employee benefits in state and local government should not be directly compared to private industry. Differences between these sectors stem from factors such as variation in work activities and occupational structures. Manufacturing and sales, for example, make up a large part of private industry work activities but are rare in state and local government. Administrative support and professional occupations (including teachers) account for two-thirds of the state and local government workforce, compared with one-half of private industry. * I've looked at SHRM Benefits too. Although their new interactive tool for comparison is nice, it only shows broad categories offered, not any specifics like we have in the NCASG Benefits survey. For example, it shows paid vacation is offered, but doesn't give specifics on the number of vacation days. This had no affect on pay grade or pay AND they have a Union negotiated pay scale with step increases. HOWEVER, through Delaware?s FY 23 budget epilogue we opened the possibility of positions, not otherwise covered under Delaware Code, to receive Hazardous Duty Pay based on 3 levels as follows: Level B $1,100/year Level A $2,300/year Level A1 $4,620/year Under Delaware Code, T29, ? 5916. Uniform pay plan; hazardous duty pay. (e) restricts Hazardous Duty Pay to employees otherwise qualified, employed by the Department of Correction (or its successor agency), the Delaware Psychiatric Center and who are assigned to programs for the criminally insane, the Department of Services for Children, Youth and Their Families (or its successor agency), Casual seasonal employees performing the same job duties as those eligible employees identified above deemed eligible and Employees employed in the Prison Education Program as authorized in Chapter 24 of Title 14 whose primary job location is within the institutions. ((f) Nothing in this section shall be construed or interpreted by the Merit Employee Relations Board or by the Secretary to include hazardous duty pay as coming within the definition of fringe benefits) Current Budget Epilogue Section 30. Notwithstanding 29 Del. C. ? 5916, Tthe Secretary of the Department of Human Resources shall have the authority to review and recommend which employee classifications are eligible to receive hazardous duty levels, including A-1 supplemental compensation. Employees covered by a collective bargaining agreement who have negotiated to have the hazardous duty levels, including A-1, supplement added into their base salary rate shall not be eligible for this supplement. By statute, we're required to report by agency on average salaries, turnover, OT expenditures, and headcount, but we include a few additional data tables and demographic info we think agencies would find helpful. We're also required to make a recommendation to the Governor on the salary levels of state employees. This gets political so for the past decade or so, our recommendation has been something generic like "we stand ready to provide relevant market data to aid in decision making". For this reason, we don't conduct a full statewide market analysis because the data isn't used. For those of you new to this survey, the audit formulas built into the survey response spreadsheets have been highly successful in alerting states to survey data issues before submission. These audit formulas are in the columns with yellow-highlighted headers, and the headers briefly indicate the type of data problem each addresses. If the cell formula identifies an issue, the cell turns red and reads ?False.? Please keep all these audit columns in your response. The most common False is for actual pay values that exceed the pay range maximum. These can often be legitimate, and each case should be confirmed as accurate in the comments column. *New this year*, a seventh audit formula column has been added to indicate missing values in the Match Level column. Salary Survey data is to be based on full-time pay rates as of July 1, 2022. This survey is one of three surveys administered each year by the NCASG. Thirty-two states participated in this survey last year, the same number as the previous year. Let's see if we can add a few more this year. All participants will receive a detailed results report. New for 2022 Other than changing dates, some minor editing of the response form and the instructions, and the addition of Juneteenth Day to the menu of possible holidays, we have made no changes to the survey this year. Nonetheless, please note that Table 6 (Employer and Employee Contributions to Health Insurance Premiums) was significantly simplified a few years ago. On this table please provide data only for the one plan with the largest participation, and indicate whether the plan type is Indemnity, PPO, or HMO. I have access to every state's 2021 response. If you do not have a copy of your state's 2021 submission but would like to have one for reference while completing the 2022 survey, please let me know. Since little has changed in the survey since last year, it should be relatively simple to provide an update with changes to your 2021 submission.
