From Janelle.Haynsworth at LA.GOV Fri May 6 08:56:13 2022 From: Janelle.Haynsworth at LA.GOV (Janelle Haynsworth) Date: Fri, 6 May 2022 14:56:13 +0000 Subject: [NCASG] Survey Request - Public Information Jobs Message-ID: <50e126021a974cfeb54c2b8184820880@LA.GOV> Hi everyone! We are working on an assessment of our Public Information jobs and I'm hoping you may be able to help us out. Our current job series consists of three staff levels and three director levels. Allocations for directors are generally based on size and scope of the agency and its communications program. The Public Information job series was originally designed to focus on written communications, such as press releases, as well as public relations activities. With the rise in popularity of social media platforms and video communications, we have received a request to update the job series to include roles for video content creators. As we were evaluating these concepts, we are potentially looking at merging in other jobs such as graphic designers and photographers since we have found that these positions often work under a Public Information Director in support of communications activities. Specific questions are as follows. If it's easier, you may choose to forward your applicable class specifications (or links to them) in lieu of answering the questions if the information is already provided in your specifications. Responses are requested by May 20th. If more time is needed, please let me know? 1. What title(s) do you use for public information jobs? 1. Do your public information jobs include roles for videographers, photographers, and graphic designers? Or, are these roles separate from your public information series? 1. Do your public information jobs include roles for marketing specialists that focus on analyzing trends related to the target audience and who provide input into communications activities? Or, are these roles separate from your public information series? 1. Please share your specifications (or links) for public information jobs as well as for videographer, photographer, graphic designer, and/or marketing roles as applicable. 1. Please share your pay ranges for the applicable jobs. For reference, here are our current class specifications: Job Title PUBLIC INFORMATION DIRECTOR 1 PUBLIC INFORMATION DIRECTOR 2 PUBLIC INFORMATION DIRECTOR 3 PUBLIC INFORMATION OFFICER 1 PUBLIC INFORMATION OFFICER 2 PUBLIC INFORMATION OFFICER 3 Thanks so much for your help! We've found this particular assessment to be a challenge since qualifications could vary depending on the role, but there tends to be few positions that work with communications activities at each state agency. Your response will greatly assist us in determining if we need to create separate jobs for the various roles or if they could be combined for greater efficiency in maintaining our classification system. We are thinking that having the various roles in one series may help with cross training between disciplines and allow for a more uniform career progression for communications-related functions. If so, please elaborate as best you can. * Does your state employ any job classes responsible for electronic and other monitoring and supervision of charged defendants awaiting trial while on release in the community? If so, please elaborate as best you can. * Are your parole officers authorized/required to carry firearms? * Do your parole officers exercise authority to make arrests? We are hoping that you might be able to provide us with information relating to which classifications receive differentials in your state, what the amount of the differential(s) is set at, and any other information that might be relevant. What titles and salary ranges are used for your nurses and/or support care staff? (If it makes it easier, you can just send us a copy/link to your nursing and support care specifications and salary ranges.) 2. Do any of your nursing/support care staff receive a pay differential for evening and/or night shift? * If yes, which titles? i. Does this include any non-licensed team members (i.e., housekeepers, food service workers, behavioral technicians, etc.)? * If yes, how do you distinguish between evening and night shift? * If yes, what is the pay differential for those working evening shifts? * If yes, what is the pay differential for those working night shifts? 1. If not already explained above, do your nursing managers/directors receive any kind of differential? If not, does your state have any concerns/issues with nurses "leapfrogging" managers that do not receive the shift differential? 2. Does your state offer weekend differential pay to any/all team members? If so, please provide details of the classifications included and the amount of the differential. 3. Lastly, does your state offer retention differential pay to any/all team members? If so, please provide the details of the classifications included and the amount of the differential. Please respond by Friday, June 10. Thanks so much for your help! Here in North Dakota, our main retirement plan is a defined benefit (pension) plan. The state also offers a defined contribution retirement plan. Currently only non-classified employees and appointed and elected officials are eligible for the defined contribution plan, but there was an earlier period (October 2013 to July 2017) when the plan was available to all regular state employees. New, eligible employees can make an irrevocable choice within the first six months of employment to opt out of the defined benefit plan and participate in the defined contribution plan. Does your state offer any similar option? To keep the question simple, I am ignoring the fact we have separate retirement plans for judges and law enforcement. I would appreciate any information you can provide. Employees *do not* have a choice and are put into either Tier 1 or Tier 2 based on their hiring date (anyone before July 1, 2015 is in Tier 1 and everyone on or after is Tier 2).
