For some reason your initial email didn?t come through. I just saw Terry?s response from Monday. Sorry for the delay on sending this to you. The State of Missouri has the Personnel Advisory Board. Per statute, the Board has many duties related to personnel matters. In the two years I?ve been the Compensation Manager, the only items I?ve really seen reviewed/approved by the Board include: ? Revisions to the salary structures ? Revisions to job classifications (language, salary range, title change, etc.) ? Additions/modifications/removal of salary differentials ? Revisions to policies pertaining to our Code of State Regulations (Ex.: bereavement leave language change) The Board member statute states the Board should consist of seven members. However, our Board currently only has four members with no discussion about filling the vacant positions. This complicates matters when we need to have a hearing and can only get a quorum if all members show up. Last year, there was legislation submitted to eliminate the Board and give all duties and responsibilities previously held by the Board to the Director of the Division of Personnel and Commissioner of the Office of Administration. However, the legislation did not pass. Let me know if I can answer anything else. HI Dori, Washington?s Personnel Resources Board hears appeals filed by civil service employees of the state of Washington. The board consists of three members appointed by the governor, subject to confirmation by the Washington State Senate. The board's staff is part of the State Human Resources Division within the Office of Financial Management. Board staff is comprised of two employees who provide technical, administrative, and support services for the board's appeal program. It has authority over unrepresented and non-union represented permanent employee appeals of disciplinary actions including dismissal, suspension, demotion or reduction in base salary; layoff actions; alleged rule violations; or exemption of his/her position. An employee may appeal the following to the Board on exceptions to a Director's review determination: allocations or reallocations, remedial actions, or removal of the employee's name from a layoff list (see WAC 357-52-010). Hello from the State of Oregon, We use several steps in setting salary ranges for classifications. Here is a highlight of our process. First, new/updated classifications are rated by Hay. The Hay score is used to set the minimum salary range for the new/updated classification based on internal equity. Second, we gather market data from purchased and public data sources and prepare and calculate market comparisons. Comparisons are based on: SR Maximum, plus employer cost for Health and Retirement benefits, and social security. The Executive Branch seeks to establish and maintain its status as a ?market employer? whose employees earn, on average, between 95 and 105% of the compensation earned by similarly situated employees in comparable markets. Links to prior report and guide to methodology: Current report: 2020 Salary and Benefit Report Salary and Benefit Report Guide Third, we consider recruitment and retention (variance from the Statewide average turnover and the ability to hire/fill positions). Market comparison is not a ?sole deciding factor?, if a classification is ?below? the 95 and 105% market goal consideration is given to whether agencies are able to continue hire/fill positions. Fourth, we consider agency/political priorities. We do not have any specific ?tools? and use custom in-house developed IT processes to gather and calculate the data. If you have questions, or want additional details, let me know. ____________________________________________________________________ Tonya Harbison | HR Data Consultant 503-949-6257 Chief Human Resources Office, Classification and Compensation State of Oregon, Department of Administrative Services https://protect-us.mimecast.com/s/xlEfCo2lnyHBG9o4cVU693?domain=oregon.gov [CHRO vt sig] From: CONEY Jen A * DAS Sent: Thursday, November 10, 2022 12:52 PM To: MILLER Dustin * DAS ; HARBISON Tonya A * DAS Subject: FW: Question on determining compensation using market Can one of you please respond for us?
