Hello, The State of Ohio does not currently have a separate Human Resources classification for centralized HR services. However, the class spec, Human Capital Management series, does contain job duties specific to the centralized HR functions performed by the Ohio Department of Administrative Services. Many years ago, the State of Ohio did use a centralized Human Resources classification series. Below are the links to the classification series for Centralized and Statewide usage. Classification Series - Centralized and Statewide Human Capital Management Labor Relations Officer The State of Ohio does use some centralized classifications that are used only by the State of Ohio, Department of Administrative Services, State Human Resources Division to support functions such as: payroll and benefits. Classification Series - Centralized only Benefits Customer Service Representative State Payroll Specialist Benefits Management We would be happy to see the classifications for those agencies with enterprise level Human Resources functions. Laura Cooper - Can you include the weblinks for the State of Nebraska? And can you clarify when and how the classification is applied for the enterprise versus statewide function? Thank you, Rene? There are also centralized State Personnel staff within the Department of Administrative Services. Centralized payroll and HRIS systems are maintained with agencies having access to input/update their employees' information. There are centralized Employee Relations, Classification and Compensation, Benefits, Training, and Facilities Teams that support other state agencies. In addition, there are Shared Services in which specific work such as recruitment services can be purchased from the state's central office. These are the classes which were newly consolidated in first quarter 2022: [cid:image001.png at 01D8DD60.C15C24F0] You will note that some classifications have dual names. They may apply to the agency level staff while also applying to centralized HR staff. The specifications are attached. Please let me know if you have other questions. Regards, Laura L. I hope a response will be easy for most states. These two questions are for general wage increases applicable to most employees in your state. 1. What general increases have been applied - or are scheduled - in the current fiscal year? Do many employees (approximately at least 25% of the workforce) receive within-job step increases in addition to these general increases? 2. What general increases have been applied in the previous fiscal year? Did many employees also receive within-job step increases in addition to the general increases? For example, Wisconsin provided a 2.0% General Wage Adjustment on January 2, 2022, and will have another 2.0% General Wage Adjustment effective January 1, 2023. Although we have been expanding the use of within-range pay progression, less than 25% of WI employees are eligible for pay progression in a given year. In November, I will share a concise compilation of results to all responding states. I have attached the compilation shared two years ago. Please respond if possible by next Monday, October 31. John, Effective July 1, 2022 we granted a 2% average performance based increase. No step increase program. Last year, again affective July 1, we granted a 1.5% average performance based increase, with a $100 minimum. The effect of the minimum amount was that the real average increase was about 2%. Again, no step increase program. We are proposing a more generous program for the coming biennium. Thank you so much!
