We are making good progress on our project for Governor Shapiro?s Executive Order 2023-03. Most SMEs we meet with are supportive of removing bachelor?s degree requirements for professional jobs since we are not lowering the METs overall. We have also been adding related paraprofessional and technical experience options, where appropriate, to allow non-degree candidates to qualify for professional jobs. We have always used the definition of professional work from Act 195 (see attached for our definitions of work). This is more a general statement and question. Here in WV, we have classifications that require a 4 year degree, and most of them have a work substitution. Are you guys looking at completely eliminating the degree or are you adding in work substitutions? If you are eliminating degrees what happens if someone has a degree and no work experience?
