Hi all - Yesterday, Missouri's Governor Parson released a memo pushing for an 8.7% COLA for all state team members and an increase in shift differentials to $2 per hour for congregate care staff. He is pushing for this to take effect March 1, 2023. I am reaching out to you to see if any of you have had leads on what your state is planning for FY24 and/or if you would be able to share that information? I realize it is still early in the legislative process, so you all may not have this information yet; however, anything you are able to share would be greatly appreciated. It could help us paint the picture of what other states are doing. We have a very quick turn around on this, so if you could send your response by noon tomorrow, Friday, January 13, we would be so appreciative. I have also referenced the 2022 NCASG Pay Practices Survey to see what other states did for FY22-23. If you have anything else to add that was not on there, please send it my way. Thanks in advance! Hi Kim, Here are some elements included in Governor Inslee's proposed 2023-25 budget as bargained for most Washington state employees under the new agreements. There are variations based on individual bargaining with labor unions and interest arbitration awards. All are pending the Legislature's approved budget. * 4% GWI effective 7/1/2023 * 5% GWI effective 7/1/2024 * "Recognition and retention" lump sum payments * $1,000 incentive payments for fully vaccinated employees who receive COVID-19 booster vaccines Employee Compensation - Proposed 2023-25: Budget and Policy Highlights (wa.gov) Terri Parker (she/her/hers) 360-515-6299 terri.parker at ofm.wa.gov From: Reynolds, Kim Sent: Thursday, January 12, 2023 12:43 PM To: NCASG Surveys (dhr_ncasg_survey_list at admws.idaho.gov) Cc: MacRae, Harrison ; McDermit, Elizabeth Subject: [NCASG] Salary Rec for FY24 Importance: High External Email CAUTION: This email originated outside the State of Idaho network. We will be starting the collective bargaining process in April of this year with our unions, and probably will not know our Across the Board amounts (or any other increases such as shift differential) until late June - at that time we should have final amounts for FY24 and FY25. I do think it will be very different from the past several, so looking at these responses with great interest! Hi Kim, In October 2021, Indiana implemented a new compensation structure as the result of a year long market-based compensation study. Overall average increases were approximately 16% with an approximate average dollar increase of $7600. The minimum increase was 5%. Also, in December 2021, we implemented a general salary adjustment of $1300 + 2.5%. The overall increase average was approximately 5%. Thanks! [cid:image002.png at 01D92733.CB20F390] Kristi L. Governor McMaster's Executive Budget recommends the following: State Agencies' Recruitment and Retention * $78 million recurring dollars to provide funding for retention and recruitment initiatives for critical agency personnel. * $2 million non-recurring dollars for a marketing campaign to recruit highly-qualified individuals to work in critical need positions within state government * $2 million non-recurring dollars for signing bonuses for critical need positions in state agencies with a maximum award of $2,500 Thank you, Cheryl Hinson, SPHR, SHRM-SCP Classification & Compensation Manager, Division of State Human Resources The South Carolina Department of Administration 8301 Parklane Road, Suite 220A, Columbia, SC 29223 O: 803-896-5056 C: 803-730-2926 Lead.Collaborate.Innovate. Similar to Wyoming, Missouri is proposing an 8.7% increase for ALL state team members. Nothing targeted for only COs. Part of our FY24 budget request is also proposing an adjustment to shift differentials for evening/night to $2 an hour. This would impact our congregate care 24/7 facility staff only (which does encompass COs). Thanks, and have a great weekend Lynn! Hi All, Georgia was approved for a $5,000.00 COLA increase, and an additional $2,000.00 has been proposed in session (pending approval). These increases were for all full-time, benefit-eligible employees. There is also a proposal to create a Correctional Officer 3 job. The House has also proposed to increase the starting salary to $56,000.00, but I don?t think this will pass. With past appropriations, agencies have increased the starting rate to $38,040.00 for CO1, with a maximum of $46,296.00, CO2 starting at $46,028.40, maximum of $50,473.00. As you can see, we have a lot of things on the table during the session. If anything passes through, I will let you know. Good afternoon, everyone, I need your quick assistance with two items. IF there is anyway you could respond by Friday, February 3, 2023, that would be great. 1. The State of Delaware has an Executive Order that provides the parameters of compensation of employees during State Closures. When it is deemed State Offices should not open to the public during Severe Weather Conditions and Other Emergencies (such as 9/11/2001) non-essential employees are compensated as if they had worked the day. Essential employees who are still required to report (such as nurses, correctional officers, emergency workers, road workers, etc.) receive the hours they work plus and additional hour for hour up to 7.5 hours or 8.0 hours (depending on if they are 37.5-hour employees or 40-hour employees) for scheduled hours that occur with the closure. This pertains to hours that fall during regular state business hours of 8 am to 4:30 pm Monday through Friday excluding holidays. * How does your state compensate employees when a Severe Weather Event OR other Emergency occurs? * Do employees who cannot report to work because the State closed Offices get Compensated? * Do employees who report to handle the event get compensated extra? * Can you provide your policy? Can you give a brief description? * Has the policy changed due to COVID? IF so can you describe the change? 1. Does your state use any automated system for the processing of Classification and Compensation requests? * IF Yes can you provide the name of the system and a brief description of what it does/captures/works? * Do you like it? 2. Does your state have an automated workflow system? * IF Yes can you provide the name of the system and a brief description of what it does/captures/works? * Do you like it? 3. Does your state have an electronic filing system for Class/Comp documents? * IF Yes can you provide the name of the system and a brief description of what it does/captures/works? * Do you like it? I know this is a lot, but I could really use your help in securing this information. Thank you in advance for responding. Correctional officers? this came up in the quarterly meeting. We've thrown all sorts of things at the ?staffing crisis? here and the number of recruits is up but the turnover rate is still north of 50%. As part of the bargaining I've been mandated to do a market analysis. So you may hear from me ? For now pay remains the same ? CO I $41,600 - $64,542; CO II $46,363 - $72,176. But they earn considerably more than this with shift differential and overtime. (Our CO's do not carry weapons and do not need to be sworn law enforcement) * A new scheduling design included facility-specific 12-hour, ?50/50? schedules that are more predictable and stable. As part of this schedule change, staff work seven days in a 14-day pay period. This allows staff time to rest, recuperate, and spend time with family. Currently, four of our six facilities are utilizing this system. The others are slated to join in the first half of 2023. * Retention Bonus (2 payments each - $1,000 to all Classified facility staff, October 2022 and April 2023) * New Hire and Academy Progression Bonuses ($1,000 at hire, $500 at Academy completion, $750 at end of original 6-month probation, and $1,000 after 1 year of service) * Recruitment Referral Bonuses ($100 at Academy completion, $150 at end of original 6-month probation, $250 after 1-year of DOC service) * Shift Bonus ($3/hour for facility shifts worked) * Standby Bonus ($1.50/hour for facility transport and hospital standby) * Training Hour Credit (80 hours for Corrections Bargaining Unit employees), this results in eligibility for accelerated step program * Premium OT for straight time OT earners working in facility security positions. * New bargained shift differential increases ($2.00 second shift, $2.50 third shift) Douglas Pine, Ph.D., (he/him), Deputy Director, HR Operations Talent Acquisition Services|Compensation|Workforce Analysis Department of Human Resources 120 State Street, Montpelier, VT 05620-2505 (802) 828 -1513 (voice) https://protect-us.mimecast.com/s/SI4tCXDlX5SknrgWT6kA3o?domain=humanresources.vermont.gov careers.vermont.gov Find Me on LinkedIn CONFIDENTIALITY NOTICE: This communication, including any attachments, may contain confidential information and is intended only for the individual or entity to which it is addressed.
