[cid:image001.png at 01D9AF36.EC5C7F80] Greetings from North Dakota! On behalf of the National Compensation Association of State Governments (NCASG), please find attached the NCASG 2023 Benefits Survey, including a response form and an instruction document. This survey is one of three surveys administered each year by the NCASG. Thirty-four states participated in this survey last year, which was two higher than the previous two years. I would like to see if we can add a few more this year. All participants will receive a detailed results report. New for 2023 Other than changing dates, and some minor editing of the response form and the instructions, we have made no changes to the survey this year. Nonetheless, please note that Table 6 (Employer and Employee Contributions to Health Insurance Premiums) was significantly simplified a few years ago. On this table please provide data only for the one plan with the largest participation, and indicate whether the plan type is Indemnity, PPO, or HMO. I have access to every state's 2022 response. If you do not have a copy of your state's 2022 submission but would like to have one for reference while completing the 2023 survey, please let me know. Since little has changed in the survey since last year, it should be relatively simple to provide an update with changes to your 2022 submission. The thirty-four participants from last year's survey are as follows: AK AL CA CO DE GA HI IA ID IL IN KS KY LA MN MO MS MT NC ND NE NM OK OR PA SC SD TN UT VA WA WI WV WY If you participated in 2021 but not in 2022 (Nevada), I have your 2021 response if you would like a copy for reference. Please submit your NCASG 2023 Benefits Survey responses to me no later than August 28, 2023, so we can distribute results promptly. Should you have any questions, please feel free to contact me via reply email or at my telephone number below. Jamie Caldwell and Geno Adams have agreed to serve as alternative contacts, and their information is as follows * Jamie Caldwell (Kentucky) - Jamie.Caldwell at ky.gov | 502.564.6826 * Geno Adams (South Dakota) - Geno.Adams at state.sd.us | 605.773.8079 All surveys are due August 28, 2023. Andrea, The State of Wyoming uses its Executive Management series for our CFO positions. While the class specs are attached, each agency can designate their own preferences for Executive Management positions and at times the positions may be appointed without a competitive recruitment. We use EXMT01, EXMT02, and EXMT03 for CFO positions. The level depends on the agency's total funds, diversity of funds, and other metrics. The salaries listed on the class spec are monthly 90% of MPP (our hiring rate) to MPP. Minimum to maximum are as follows: EXMT01 $8,183.07 - $12,273.73 EXMT02 $8,670.13 - $13,006.93 EXMT03 $9,190.13 - $13,783.46 Please let me know if you have any questions. Good afternoon, The State of Wyoming is experiencing retention and recruitment issues with our pilots for the State aircraft. Our aviation department shared that they believe our aircraft are a bit more specialized than many other State's due to Wyoming's weather patterns. We fly a Cessna Citation Encore similar to a CJ3 or CJ4 8-10 passenger light business jet. If you have a similar aircraft, will you share: 1. The minimum flight hours required when you recruit/hire for a pilot or pilot in command 2. What are your average flight hours per week? 3. Do your pilots do all of their own flight planning and de-icing? 4. Do your pilots do their own dispatching? 5. Their typical work schedule - for example ours are either 10 on with 3 days off or 11 on with 4 days off 6. The pay range as well as the average pay for your pilots, pilots in command, or other relevant flight crew 7. The exact type of aircraft you fly We are happy to compile and share the results, if you are able, please respond by Monday, July 31st. We appreciate your help and feedback. Message-ID: CAUTION: This email originated outside the State of Idaho network. Verify links and attachments BEFORE you click or open, even if you recognize and/or trust the sender. Contact your agency service desk with any concerns. Good morning! Please see attached for the new and improved NCASG Pay Structures and Practices survey. This is survey #2 of our three annual surveys; the 2023 NCASG Benefits Survey was sent out by Lynn Hart on 7/5/23 and the 2023 NCASG Salary Survey will be coming soon from Steven Ainger. We welcome everyone's participation in all three surveys - a paid membership is not required to receive the survey results for 2023. The blank template for the 2023 NCASG Pay Structures and Practices is attached. I am working on reformatting the "results template" for last year's participants with the pre-filled information and should have this out before the end of the week. However, I wanted to share the blank template so that everyone, including last year's participants, can see the changes that have been made for 2023. Responses are requested by August 31st, but if more time is needed, please let me know. Changes for 2023 include: * Table 1 Emp Groups: Columns G - J regarding turnover have been moved to the new "Turnover and Retention Strategies" table. Also, a few additional questions have been added to the new turnover table (see Table 19). * New table: Vacancies and Recruiting (see Table 20). Since some states have expressed interest in vacancy rates and I'm sure that we're all interested in recruiting strategies, this new table has been added to collect this information. * Table 3, Structure Mechanics - changed column K from "other target rate; please explain" to a generic comments field. The few states that have used that column in the past seem to use it for comments rather than for an "other target rate" explanation. * Table 18 - changed "project" references in column headings to "activity" since not everything may be considered a project. * Minor edits to instructions, mainly for the new/revised tables. States that will be included on the pre-filled results template are as follows: [cid:image007.png at 01D9B4A4.23029BB0] Thanks everyone! Good afternoon Tina, Here are our definitions from the State HR Regulations for SC: DEMOTION - the assignment of an employee by the appointing authority from one established position to a different established position having a lower State salary range or, for employees in positions without a State salary range, assignment of a lower rate of pay to the employee except when the employee's job duties also are decreased for nonpunitive reasons. PROMOTION - the assignment of an employee by the appointing authority from one established position to a different established position having a higher State salary range or, for positions without a State salary range, having a higher rate of pay. Failure to be selected for a promotion is not an adverse employment action that can be considered as a grievance or appeal. TRANSFER - the movement to a different agency of an employee from one position to another position having the same State salary range, or the movement of a position from one agency to another agency which does not require reclassification. RECLASSIFICATION - for classified positions, the assignment of a position in one class to another class which is the result of a natural or an organizational change in duties or responsibilities of the position.
