Just as FYI - we recently implemented a new Trainee Progression Policy which allows agencies to hire someone who does not meet the required E&E to be hired in a trainee progression of up to two years duration in order to gain the experience needed to meet the minimum (if no fully qualified candidates remain in the applicant pool). Hello, we do have an ongoing agreement with agencies to perform classification determinations via delegated authority, but only for allocation of new positions. It will sunset 7/1/23 or may be extended. It was devised in response to unprecedented levels of FTE added to state budgets during the pandemic. * The agency director must formally request the specific classifications they wish to allocate. * The agency Human Resources Director agrees to provide to the Classification and Compensation unit with agency approval determination memorandums. * The agency Human Resources Director agrees to keep documentation of all agency approval determination memorandums and supporting documentation, including, position descriptions, organizational charts, and analyses. * This delegated authority approval may be revoked at any time. The classifications approved for delegated authority are typically capped at salary range 27, roughly $95,000 annual salary. Above that, it must be formally reviewed and approved at the enterprise level. For regular position reviews/reallocation, we accept document packages directly via email from agency classification teams prior to logging, tracking and assignment. Good morning, The State of West Virginia, Division of Personnel, Classification and Compensation section does not have a decentralized position review process where agencies handle their own position reviews and allocations/reallocations, with the exception that exempt agencies/positions are not classified by our agency. Prior to COVID-19, we used a very paper based system. However, the State of West Virginia moved to using Google and that has allowed us to do all of our reviews electronically. Our staff currently consists of the Assistant Director, a Manager (myself), three Specialists who review the Position Description Forms, and a Human Resources Assistant that sends out the determinations. The process: 1. Once a Position Description Form is completed, an agency will send the form to our centralized Gmail inbox for processing. 2. It is assigned to a Specialist who then uses Google Sheets to track in our spreadsheet and Google Docs to complete a review of the Position Description Form. 3. The Specialist emails the recommendation and the Position Description Form to their second reviewer, who may be our Lead Specialist or the Manager. Using Google Docs, the second reviewer makes comments whether they agree or disagree. 4. The second reviewer then emails it to the Assistant Director who makes the final determination. Once a determination is made, it is sent to the Human Resources Assistant to send the determination via email to the appropriate agency. All is saved on our Google Drive for historical purposes. Reducing Barriers to State Employment Act of 2023, has been introduced. It passed the Senate and the House and was favorably reported. A BILL to be entitled an Act to amend Chapter 4 of Title 50 of the O.C.G.A., relating to organization of executive branch generally, so as to require state departments, agencies, boards, bureaus, offices, commissions, public corporations, and authorities to assess educational, experiential, and training requirements for positions of employment; to identify positions of employment for which such requirements can be reduced; to require efforts to reduce the number of positions for which a four-year college degree is required; to provide for a short title; to provide for related matters; to repeal conflicting laws; and for other purposes. Georgia has also developed a Workforce Strategy Initiatives (WSI) workgroup for each job family (19). The workgroup consists of Executive branch leadership, Human Resources Directors/Managers, Frontline Managers, and compensation/classification personnel. The goal of these workgroups is to develop initiatives to help recruit and retain employees. Of course, the pay was mentioned in all workgroups, but entry qualifications were also brought to the table. Currently, there are 1,371 jobs 1,021 have degree requirements. There are a few key points I?d like to share with the group. * Most of the professional jobs in our 2600 classifications already have an equivalency statement of some kind. This could be an open equivalency (i.e., An equivalent combination of experience and training), or a limited equivalency (e.g., An equivalent combination of experience and training which includes? (15 credits in accounting, or 2 years of supervisory experience). * My division is currently reviewing the other 197 jobs that appear to have an absolute requirement for a bachelor?s degree. This project does not include jobs that require a masters or doctoral degree. * Each review includes interviews with Executives, Bureau Directors, or other program SMEs to determine if an open or limited equivalency can be added to the job, or if the BD requirement can be removed for jobs that also require professional experience. The end result is the same. Candidates without a degree can apply for jobs where they would otherwise meet the requirements. * Almost half of these jobs are bargaining unit covered, which requires us to submit proposed changes to the representing union and seek their concurrence. This process often delays our implementation of spec updates by weeks or months. We have contractual authority to manage the plan and submit these to our Executive Board for approval without union concurrence, but unfortunately, that is not our practice at this time. * Please note that we are not lowering the minimum experience and training requirements (METs) of any job. If a job requires professional experience in the field, a candidate will not qualify without possessing that experience. * Where there are logical options to allow paraprofessional or technical experience to equate for the BD on a year for year basis, we are adding those to the METs. * For those jobs that require a BD by law, regulation, certification, licensure, or accreditation standards, we are including links or references to that language on our review form and adding that to the job history file for that classification. * The ten analysts on my team and I have six months to complete this project. We are reporting our progress monthly to the Governor?s office. For your reference, I?ve attached a copy of one of my completed review forms, which I created for this project. Good morning, We have ten pay bands to which state classes are assigned. Non-higher education state agencies have delegated authority to classify and reclassify positions within pay bands 1-6. Classification and reclassification of positions to pay bands 7-10 must be approved by the Division of State Human Resources (DSHR). Our office reviews a sample of delegated actions for each agency every one to two years. Agency HR staff send these requests to their assigned consultant in our office as attachments to emails. Currently consultants print, review, sign, and scan approved actions back to agencies as email attachments. The approved documents are then uploaded into OnBase for electronic storage. We hope to move to a paperless process with electronic signature approval by consultants in the near future. Prior to COVID-19, we used a very paper based system. However, the State of West Virginia moved to using Google and that has allowed us to do all of our reviews electronically. Our staff currently consists of the Assistant Director, a Manager (myself), three Specialists who review the Position Description Forms, and a Human Resources Assistant that sends out the determinations. The process: 1. Once a Position Description Form is completed, an agency will send the form to our centralized Gmail inbox for processing. 2. It is assigned to a Specialist who then uses Google Sheets to track in our spreadsheet and Google Docs to complete a review of the Position Description Form. 3. The Specialist emails the recommendation and the Position Description Form to their second reviewer, who may be our Lead Specialist or the Manager. Using Google Docs, the second reviewer makes comments whether they agree or disagree. 4. The second reviewer then emails it to the Assistant Director who makes the final determination. Once a determination is made, it is sent to the Human Resources Assistant to send the determination via email to the appropriate agency. All is saved on our Google Drive for historical purposes. Hello Bill, The state of South Carolina has not undertaken a wholesale review of classifications to determine if degree requirements can be removed or experience equivalencies can be added. We have reviewed multiple class series in the last several years, however, and have removed degree requirements or added experience equivalency language where we believed it was appropriate. Agencies have had the ability to request that DSHR approve equivalencies to minimum degree requirements. The State Human Resources Regulation is below. The consultant assigned to the requesting agency would approve the equivalency; not the State Human Resources Director as the Regulation states. In December 2022, approval of equivalencies to classification minimum requirements was delegated to agencies. Please see the attached memo communicating this change to agencies for additional information. 19-702.03 CLASS SPECIFICATIONS A. Each class specification shall describe in general terms examples of the kind of work and level of responsibility normally assigned positions that may be allocated to the class. In the Analytics & Reporting section, it shows other states/agencies using this feature/system and gives us a way to compare. It breaks it down by agency, classification, etc. and provides good information that we use regularly on other tasks, like when we revise minimum qualifications on class specifications. We can see if they are being rejected due to experience or education and modify the class specifications accordingly.
