Little plans to distribute $300 million in cash grants to small businesses as state enters Stage 1 of reopening Boise, Idaho - Governor Brad Little announced plans today for more than 30,000 Idaho small businesses to receive Idaho Rebound cash grants, a $300 million investment in Idaho's small business employers. "No other state in the country is putting up a larger amount from the Coronavirus Relief Fund to help small businesses with cash support," Governor Little said. "Small businesses are the backbone of our economy. My Economic Rebound Advisory Committee, which I created last week, recommended this step to ensure a path back to prosperity and restore the trajectory we had 70 days ago." News of the cash grants comes as Governor Little announced Idaho has met the criteria to enter Stage 1 of the reopening plan on May 1. Cash grants of up to $10,000 will be available to small businesses. Businesses will be eligible if they have not already received an SBA-backed Payroll Protection loan or received less than $10,000 in such a loan. The Governor's Coronavirus Financial Advisory Committee (CFAC) will finalize full program sideboards at its meeting Friday to ensure the money is carefully targeted to impacted small businesses. The criteria and process to apply will be made available at Rebound.Idaho.Gov on May 5 at 9 a.m. MDT. Applications will be accepted starting May 11. The Idaho State Tax Commission will facilitate the applications. To apply, small businesses must create a Taxpayer Access Point (TAP) account through the Tax Commission if they do not already have one. Small businesses are encouraged to create a TAP account as soon as possible. Idaho enters Stage 1 of reopening Governor Little also replaced the previous statewide stay-home order with his new "Stay Healthy Order" for Stage 1. The order follows the guidance of the President and CDC and was developed in close and constant consultation with the state epidemiologists. It will be available at Coronavirus.Idaho.Gov. Stage 1 means 90-percent of businesses can open their doors on May 1. To ensure consumer and employee confidence, businesses must follow protocols to ensure physical distancing, sanitation, and other measures are followed in Stage 1. In Stage 1: * Places of worship, daycares, and organized youth activities and day camps can reopen as long as they follow protocols. * The 14-day self-quarantine for people entering the state will continue, to prevent an influx of out-of-state visitors who could be carrying the virus into Idaho. * Vulnerable Idahoans should continue to stay at home if they can. * Employees are encouraged to continue teleworking, and employers should return employees to work in phases. * Gatherings of any size, both public and private, should be avoided. * Non-essential travel should be minimized or avoided. * Dine-in at restaurants must remain closed, but pick-up and delivery options will still available. In the next two weeks, restaurant operators should develop plans to open for dine-in on May 16 during Stage 2. Protocols will be available at Rebound.Idaho.Gov before close of business today. * Indoor gyms, recreation facilities, and close contact services such as massage, hair and nail salons remain closed but can make plans to reopen on May 16 in Stage 2 if they follow protocols. * Visits to senior living facilities and congregate facilities such as jails and prisons are prohibited. * Bars, nightclubs, and large venues must remain closed. On April 10, Battelle was awarded a contract by the Defense Logistics Agency (DLA) on behalf of the U.S Department of Health and Human Services (HHS) and the Federal Emergency Management Agency (FEMA) to provide the Critical Care Decontamination System (CCDS) in Idaho. Idaho's CCDS arrived and is co-located with the Idaho National Laboratory site in Idaho Falls. The CCDS can decontaminate up to 80,000 N95-type respirators each day, allowing them to be reused multiple times. Many businesses and employers are protecting their workers and customers by practicing these measures. Even if contracting COVID-19 is low on your list of personal concerns, I urge you to still do these things. Prosperity and safety are linked. Protecting other citizens is the right thing to do, and our economic rebound depends on it. Folks also need to know they should go to their health care provider for other medical issues. Please, don?t put off care because of concerns about COVID-19. In many cases, longer delays in care will worsen outcomes for patients. Hospitals, healthcare facilities, clinics, and doctors have the protections in place to treat you safely and appropriately. Idaho was one of the last states in the country with a confirmed coronavirus case. We were one of the first states to create a safe, responsible plan to reopen the economy in stages. President Trump, Vice President Pence, and White House officials repeatedly have praised Idaho?s staged approach and our handling of federal relief funds in prioritizing support for small businesses. The one and only reason we?re able progress through the stages of reopening is because the people of Idaho ? individually and collectively ? have taken personal responsibility in slowing the spread of this new disease. We are better off in Idaho than elsewhere not because the problem doesn?t exist, but because we?re doing a good job protecting our family, neighbors, and friends. We cannot let up. "A strong economic rebound can only occur with a combination of efforts, and expanded and targeted testing is a big part of our strategy," Governor Little said. Testing across all groups of people should be expanded. This will include testing of both symptomatic and some asymptomatic people based on priority level. Priority 1 represents people with the highest need for testing (such as healthcare workers, residents of nursing homes, and others) and priority 5 represents those with the lowest need. * Investment in local testing capacity must be significantly increased. * Expansion of molecular diagnostic testing now, which in combination with proven public health practices such as tracing, physical distancing, enhanced sanitation, hand hygiene, and instructing ill people to stay home to protect others, will help stop the spread of COVID-19. Molecular diagnostic tests identify the presence of the virus and tell us who is infected. Knowing who has the virus is the most important information we need to reduce disease transmission. * A limited use of serologic (antibody) testing, which detects human antibodies to the virus. The presence of antibodies tells us who has been exposed to the virus in the past, but that does not guarantee they will be protected from re-infection. There will be important public health uses for serology testing, but at a later point in the response. "The takeaway message from these recommendations is that we will need to build incredible testing capacity plus the ability to respond to all of those results with appropriate clinical and public health follow-up care, if we hope to provide widescale and repeated testing for all Idahoans who may need to be tested," said Dr. Christopher Ball, Chief of the Idaho Bureau of Laboratories and co-chair of the Testing Task Force. Beginning Saturday (Stage 3): * Bars can open their doors, as long as protocols to protect workers and the public are followed. Governor Little moved up the opening of bars two weeks early, from Stage 4 to Stage 3. * After consultation with movie theatre operators and public health officials, the opening of movie theatres will occur in Stage 3 on Saturday instead of Stage 4, as long as protocols are followed. * Gatherings of up to 50 people can occur, where appropriate physical distancing and precautionary measures are observed. * Only out-of-state travelers from areas of high spread should quarantine for 14 days after entering Idaho. This step will help our vital tourism and hospitality industry while keeping citizens safe. * Over the duration of Stage 3, vulnerable Idahoans should be diligent to minimize exposure to transmissible moments. * Employees should continue to telework whenever possible, and employers should continue to return employees to on-site work in phases.
