This is published on the DHR website, along with the FY2023 Salary Savings reported that was prepared by the State Controller this year (Appendix K). As a reminder, the schedule for the CEC meetings this year are as follows: * December 12th, 2023 at 2:30 PM * January 10, 2024 at 1:00 PM * January 17, 2024 at 1:00 PM In the past, the CEC Committee has solicited written testimony from state employees and invited agency directors to come testify. I am in communication with the Committee Chairs on how they would like to proceed this year and once I find out more information, I will share that with you. Please convey the following messages to impacted employees: HR Generalists and Agency Payroll - The Department of Labor has sent out some notifications to agencies that employee counts are not being received for the State. SCO is aware and working on getting the numbers in Cognos for DOL. Agencies do not need to do anything at this point. HR Generalists & Comp Specialists-Entering Multiple Change Pay Rate Actions - The recommendation is to either: * not have two increases on the same date, OR * submit one pay increase, have it go through the full approval process, and then submit the second one after the first one has been fully approved. The reason is the system takes a snapshot of the employee's base pay that is already in effect (approved) on the date they're choosing at the time of submission so if two are entered on the same day, it is looking at the same base pay for both actions. Currently, the process for CEC and merit/equity/other increases being submitted with the same effective date is: 1. Submit the CEC increase and have it go through the full approval process 2. Submit the Merit/Equity/other increase and have it go through the full approval process" Generalists and Recruiters - Required fields and making the fields match for initiators and approvers are coming. The initial changes are being tested to ensure they are accurate. We anticipate the updates going to production by the end of the year/beginning of January. The 8-month temp field should be added to the TA actions as early as this Friday and as late as next Thursday. IMPORTANT Payroll and Timesheet Note: This is the last bi-weekly payroll of 2023. In previous years, we would be sending notices regarding corrective actions or submissions for the adjustment payroll. Luma has made the process significantly easier and more efficient. Here are critical dates to keep in mind: Time Sheet for Managers and Employees due date and time (Biweekly only): * Wednesday 12/13 by Noon (MST) MLA submission for Agency Payroll due date and time (Biweekly only): * Thursday 12/14 by 3 PM (MST) ServiceNow incident request from Agency Payroll due date and time (Offcycle only): * Wednesday 12/20 by 3 PM (MST) Updates on Open Issues We are still working to resolve the manager and position issues we have seen over the past couple of weeks. We are nearly 6 months into both HR Modernization and the use of our new system, Luma. Either of these initiatives by themselves would be considered a major undertaking and both at the same time are truly remarkable. Each day, I continue to be amazed by how passionate and adaptable this team of HR professional is! You have done a great job of taking each challenge in stride and staying focused on our core mission, which is to serve the state employees, managers and executive leaders of our agencies so that they can serve the citizens of Idaho. I also wanted to share a few events that took place this week to keep you in the loop on what's happening from a Central Office level! On Tuesday, I had the opportunity to present to the Change in Employee Compensation (CEC) Committee, which filled me with gratitude for all of our state employees and their dedication to public service. As I prepared for the presentation, I was reminded over and over again what a difference it makes to have a great team behind you! Our field operations team helped me know how to best focus the story, compensation helped me gather and understand the information, and communications helped me present the information! It truly takes a village and I am so lucky to have you all as the village! On Wednesday, we had our annual Director Meeting planning for the upcoming legislative session. During this meeting, we heard from Garrett Lofto, CEO for Simplot, on leadership. His presentation included many great takeaways about the fundamentals of leadership. A few included: * The difference between a manager and a leader is that a manager tells you what to do and a leader shows you what to do. * If you have to eat crow, eat it fresh. It's doesn't age well. * Have a clear vision and stick to it. Don't constantly change directions. We also heard from Alex Adams and Hayden Rodgers on the state's budget forecast and legislative priorities which will be included in the Governor's State of the State address that kicks off legislative session on January 8, 2024. Josh Whitworth spoke about Luma and the areas the State Controller's Office is focused on to enhance their customer service support. Alberto Gonzalez with ITS discussed additional contracting opportunities available along with an initiative to provide better Citizen Engagement through the use of technology, specifically enhancing website functionality, creating consistency and increasing accessibility. Finally, I had the opportunity to brag about the amazing work of DHR, the implementation of Luma and HR Modernization, and our priorities for the upcoming year. Those priorities include: * FY2025 CEC Recommendation and Implementation - check out the report on the DHR website for detailed information! * Updating the State's Telecommuting Policy - considering changes to our statewide policy to address legislative concerns... more to come on this. Directors definitely had a lot of questions and will need a lot of support from us. * Red Tape Reduction - this year, DHR will eliminate 46% of its rules! Many of the eliminated rules are redundant to federal or state law, or belong in a policy instead. * Workforce Planning - we are recruiting for a Career Outreach Manager to help with long-range planning related to our workforce needs, including assessing current/future gaps in the candidates applying for jobs, working with education to enhance those skills in the workforce, bringing our apprenticeship program to life, utilizing the Governor's Launch program to educate our current and future workforce, amongst many others! * Recruitment - we streamlined our recruitment processes by eliminating the top 25 and the exams; while we still are adjusting to this change, it will ultimately help us hire qualified people faster! * Learning and Development- we have been working on building out a map for a more comprehensive statewide training plan, to include a new employee orientation, manager development beyond our 3-day training, and executive leadership development! Skip the traditional mail and learn how to authorize electric delivery and view of your W2 and/or 1095-c tax forms. This quick, self-paced training will be assigned to state employees the week of December 18th in Luma Learning and Development. Updates on Open Issues FLSA issues in WFM - There was a fix that went into the system on 12/4 which created a problem. The impact is not all changes to FLSA codes but the ones we have seen issues relate back to FLSA changes. WFM is working to identify those affected. The error that is appearing is minimum balance violated. For those with timesheet issues, we have a manual workaround if we need to use it. It was also impacting employees who were recently termed and should have had a Z payoff code but their leaves are not being paid off. We are working on the fix or we will have a manual workaround for that too. The manual workarounds may have to be deployed by Friday by SCO but a ticket will need created. TBD if the agency or SCO will be creating the tickets. Goal weights should always be 100%. We have found a few areas where managers can change the weight to something other than 100% which is causing errors in the appraisal process. Managers should leave the goal weight 100%. A ticket has been submitted to make it so managers cannot change the weight. In the meantime, DHR submitted an ISD upload 12/12 to change the weight of goals to be 100% which caused emails to be sent. We are working to determine who the emails were sent to. Most employees cannot set an email address as primary. SCO is working on a fix and our workaround in the meantime is HR Generalists will have to make the primary email updates. Best Practices You have to select a person and make their box blue and not just enter a check. We have had goals created from the wrong person due to this. It has also happened in TA. IBIS has legacy information and Enterprise Reporting has Luma information. Temp and conditional merit both are outlined in policy. If you need to do a temp merit increase, it isn't working. If you have a temporary merit increase, email Logan Klaas Logan.Klaas at dhr.idaho.gov the information and he will make the update. If you have a conditional merit that doesn't have timeframes like a temp merit, you can do those in the system as a merit increase. DHR will send something out about the policy and how it works in Luma. The new form will feature: * Specific required fields for donated leave * The ability to have quick links that open in a new tab * Requests will be routed directly to the HCM team for review * Navigating to the new form is similar to before: first, log into the Service Portal, select HR & Payroll in the top navigation bar, then choose Human Capital Management (HCM) Updates on Open Issues L&D Fix - Enrolling employees without active managers - If you have had trouble recently enrolling employees in Activities because their manager/supervisor position is vacant - we have good news! A configuration change has resolved the issue. If you have been waiting on enrolling staff, please go ahead and enroll them! However, we are currently dealing with 17 outstanding errors. To rectify this, we will need to persist with ISD uploads to adjust weights that are less than 100% until the system fix is implemented. We're currently addressing issues regarding future goals not populating in appraisals, including Statewide goals failing to appear in future goal settings. This week, we are actively troubleshooting these issues. Additionally, we are evaluating the removal of email notifications sent out when goals are updated.
