[IDHR] Thank You & Administrator Update

DHR Team-
I wanted to take a moment and express my gratitude for you all! We are nearly 6 months into both HR Modernization and the use of our new system, Luma. Either of these initiatives by themselves would be considered a major undertaking and both at the same time are truly remarkable. Each day, I continue to be amazed by how passionate and adaptable this team of HR professional is! You have done a great job of taking each challenge in stride and staying focused on our core mission, which is to serve the state employees, managers and executive leaders of our agencies so that they can serve the citizens of Idaho.

I also wanted to share a few events that took place this week to keep you in the loop on what's happening from a Central Office level!

On Tuesday, I had the opportunity to present to the Change in Employee Compensation (CEC) Committee, which filled me with gratitude for all of our state employees and their dedication to public service. As I prepared for the presentation, I was reminded over and over again what a difference it makes to have a  great team behind you! Our field operations team helped me know how to best focus the story, compensation helped me gather and understand the information, and communications helped me present the information! It truly takes a village and I am so lucky to have you all as the village!

On Wednesday, we had our annual Director Meeting planning for the upcoming legislative session. During this meeting, we heard from Garrett Lofto, CEO for Simplot, on leadership. His presentation included many great takeaways about the fundamentals of leadership. A few included:

  *   The difference between a manager and a leader is that a manager tells you what to do and a leader shows you what to do.
  *   If you have to eat crow, eat it fresh. It's doesn't age well.
  *   Have a clear vision and stick to it. Don't constantly change directions.

We also heard from Alex Adams and Hayden Rodgers on the state's budget forecast<https://dfm.idaho.gov/> and legislative priorities which will be included in the Governor's State of the State address that kicks off legislative session on January 8, 2024. Josh Whitworth spoke about Luma and the areas the State Controller's Office is focused on to enhance their customer service support. Alberto Gonzalez with ITS discussed additional contracting opportunities available along with an initiative to provide better Citizen Engagement through the use of technology, specifically enhancing website functionality, creating consistency and increasing accessibility.

Finally, I had the opportunity to brag about the amazing work of DHR, the implementation of Luma and HR Modernization, and our priorities for the upcoming year. Those priorities include:

  *   FY2025 CEC Recommendation and Implementation - check out the report on the DHR website for detailed information!
  *   Updating the State's Telecommuting Policy - considering changes to our statewide policy to address legislative concerns... more to come on this. Directors definitely had a lot of questions and will need a lot of support from us.
  *   Red Tape Reduction - this year, DHR will eliminate 46% of its rules! Many of the eliminated rules are redundant to federal or state law, or belong in a policy instead.
  *   Workforce Planning - we are recruiting for a Career Outreach Manager to help with long-range planning related to our workforce needs, including assessing current/future gaps in the candidates applying for jobs, working with education to enhance those skills in the workforce, bringing our apprenticeship program to life, utilizing the Governor's Launch program to educate our current and future workforce, amongst many others!
  *   Recruitment - we streamlined our recruitment processes by eliminating the top 25 and the exams; while we still are adjusting to this change, it will ultimately help us hire qualified people faster!
  *   Learning and Development- we have been working on building out a map for a more comprehensive statewide training plan, to include a new employee orientation, manager development beyond our 3-day training, and executive leadership development!

In addition to the above list, you are all focused on the priorities of the agencies you support!
