Message-ID: Hello Everyone! If you haven't already, please get your timesheets submitted and approved by your manager! Also, managers, please make sure when you approve timesheets you review the box beneath the timesheet and pay specific attention to unpaid hours. Those will populate for overtime hours accrued (for FLSA exempt). If you have unpaid showing up for other reasons, make sure it's correct! For example, there were a few timesheets last pay period where the only paid hours were the 8 for the holiday, even though people coded ACT for the remaining days of the week. If you have that happen, you'll need to submit a ticket to SCO and make sure to include a screen shot (and notify Hanna Hall, with the ticket # so she can escalate it). First of all, I want to thank everyone for all of your work, patience and diligence with the transition to Luma. I know it hasn't been easy and I have been really impressed with everyone's ability to figure it out and the support you've shown to each other. It's great to see the teamwork and collaboration, such as people answering each other's questions in the chat! Please keep doing that! On the HR Modernization side of things, we have a few operational questions that have come in that I wanted to get some information out to everyone on. For HR support for DHR, we have a few people who are helping in different ways.. here is everyone's role (this is in addition to other duties they have, but these pertain specifically to the HR support): * Chris Eismann is managing the reviewing and submitting payroll for processing to SCO. * Claire Russell is inputting Luma personnel actions. * Krystan Thompson is managing the other areas of HR for DHR, such as classification, compensation, FMLA, ADA, performance management, and recruitment for DHR Central (the field handles the field recruitment, with the exception of HRO positions). Additionally, we are aware there are a few processes/forms that would be helpful to have now that we are a larger agency. A few we shared last week (p-card and cell phone request) and we have a few more in the queue (request to fill position and security access request form for Luma); I'm sure there's a lot more than that needed but those are the priorities right now. Outside of needing forms internally for DHR, we also need to update some of the DHR forms that we used previously, including the Classification and Compensation Request forms on our website, and we're working through that. While we work through making some up these updates, please just reach out with any questions you may have and we can help through the appropriate processes. I've come to learn in government (and probably everywhere) there is no shortage of problems to solve and work to do, it's really a matter of deciding what is really worth doing and, of those things, which is the most important to do right now. And right now, the most important thing to do is make sure we all understand how to use Luma! Therefore, we're trying to hold off a bit on too many additional changes that aren't critical. As we work through these challenges, I would ask that if you create any resources for your specific agency or role, that you consider if the time would be better spent creating the resources from a statewide perspective to help your counterparts. If it's a resource that could be used statewide, let's chat about the approach and who all should be involved in putting it together. One of the reasons for HR Modernization was so that we weren't all individually reinventing the wheel and could capitalize on the work of one (or few) for all. Keep this in mind and please reach out if you have an idea or have created something that may help the greater good! Also, I decided to take this opportunity to check out the resources for our new Employee Assistance Program (EAP) provider, Business Psychology Associates (BPA), and would encourage you do the same. If you haven't check out the website site, you can find them at: https://www.bpahealth.com/eap-home/?action=logout. You just need to type in "State of Idaho" in the Employer Name box and "8885596556" in the Toll Free Number box. This will open to a page that has a ton of resources and on demand trainings. It can be hard to set time aside for self-care but like they say, you have to put the oxygen mask on yourself first! So, please take a break, talk a walk, get a drink of water, have lunch/coffee with a friend, prioritize whatever self-care you need while we manage through a lot of change and uncertainty! Our Expert Users have been so incredibly gracious with their time and willingness to support the transition to Luma, and we are so grateful to them! Thank you to everyone for redirecting your questions through DHRSupport at dhr.idaho.gov! This is very helpful for us to have the questions all funneled to one location with priorities of them noted. This will help us know where we need to provide additional more in-depth training, FAQs, and updated QRGs. I wanted to provide you an update regarding the Luma Support Meetings. We discussed this at Central DHR yesterday and are going to host a weekly Luma Support Meeting that is open forum discussion where all questions are welcome. This will be Tuesdays at 11 AM and will begin next week (Hanna will send out the invite). Additionally, the DHR Program Managers are going to schedule trainings specific their programs each week based on where they are seeing a lot of questions/confusion/errors. We won't have a formalized schedule around this right now as we're still working through it and trying to be flexible and responsive to where the needs exist, but you can expect to begin to see invites from them. For instance, we are getting a lot of questions on Performance Appraisals so we may need to do another session on that. We're going to record the sessions for the purpose of using the recording to create e-learning content, not for the purpose of making it widely available to watch later. The reason for this is that there is usually sensitive information that gets pulled up when we're walking through the system and we don't want those recordings floating around. To see the status of pending actions, you'll need to click on your Generalist role and then select Action Request on the left menu. From there, you can see an action, click the blue work unit # and see where it's at in the routing process. DHR leadership met on June 26 to review our progress in meeting the prior quarter's priorities and determine our priorities for the next quarter. As a result of this meeting, we established the following priorities: * Outcome #1: Confidence and Competence in Luma * Features: * Micro-Learnings - conduct step by step trainings on specific topics in Luma, showing the entire process and referencing the related training materials * Data Collection - measuring the number of emails, calls and SNOW tickets we are receiving, with the goal of seeing them decrease * Reviewing Resources - reviewing our FAQ and QRG documents to ensure they accurate and up to date * Encourage Use of Resources - ensuring HR and payroll staff understand and utilize resources available (contingent upon the above bullet) * Create Desk Manuals for DHR- create desk manuals for business processes in GHR, for example process for donated leave * Survey HR Staff - determine the current level of confidence and competence in Luma, and determine the training needs * Outcome #2: DHR Employee Role Clarity * Features: * Meet with DFM and Legal- ensure our counterparts within DFM and the AG's office understand the HR modernization implementation and how that may affect how we work together * Define Expectations for HR Officers- HR managers meet individually with HROs to define expectations and establish priorities * HRO Review Service Level Agreement - each HRO will review the SLA and share the service delivery expectations with the agency(s) they support and their HR teams * Regular Staff Meetings - establish regular HRO and HR Manager meetings and create guidance for check ins and how to escalate concerns * Define Training Roles & Responsibilities - establish the framework for the DHR training team and define expectations of team members * Quarterly HR and leadership Meetings - establish a schedule for HRO's to meet regularly (at least quarterly) with agency leadership to discuss needs and establish priorities * HR Job Classification Clarifications - establish/update HR classifications to accurately reflect the responsibilities and scope We have a meeting this week on Thursday to discuss our progress on these priorities and determine if we need to do any adjustments. I know it can be wearing as we have employees in our offices, upset and confused about their paychecks, and managers needing HR support as we're trying to learn how to provide it in a new system. If this could be disseminated among employees parking in the Capitol Mall it would be appreciated. As the garage is mostly open at this time; floors will be closed off again to prepare for and complete some final maintenance work. There will be signs and cones placed to close access to project areas. The work will start on Saturday August 5th 2023 and this work will take place on the 2nd, 3rd and 4th floors of the garage. The 1st floor will still remain open and accessible throughout the project, with only a few spaces temporarily needed for short periods. The project is set by Division of Public Works to have a final and complete end date for the end of November 2023. The garage then will fully reopen on all floors. We greatly appreciate the patience from all employees as we have worked through multiple maintenance projects related to the garage.
