If they do not have a personal email address, they should create one online and there are a lot of different websites that have free options. If they are unwilling to create a free email online, please have the agency contact me. If the employee has a State email address, it should be used as the work email in Luma. Employees can add a secondary email address which can be their personal email address. We have an employee at the Idaho Division of Occupational & Professional Licenses who is in need of donated leave due to a qualifying medical reason. If you are able and willing to assist this employee, please email me with the number of hours you would like to donate. Once I receive your email with the hours you wish to donate, I will send you the Request ID Number. Requirements for donating time: * You must donate a minimum of 4 hours. * You may donate either Sick or Vacation leave as long as you have 80 hours of the type you donate remaining after donation. * You cannot donate more than a maximum of 80 hours of vacation or sick per fiscal year. * The donated time converts to sick leave for the receiving employee. We met with the State Controller's Office this morning to discuss the process to get leave balances of our HR employees transferred to DHR as part of HR Modernization; specifically, the comp and on call balances since when you transfer agencies those get paid out or don't come with you (depending on the situation). Since everyone is still showing in the system under a different agency code, we can't easily pull a report on the information; however, we have a list of everyone transferring to DHR and are going to manually look up the data on the "ILV" screen in EIS so that we can make sure everyone maintains these balances (there may be some that gets paid as it's supposed to, for instance covered comp balances over 6 months). We will begin doing this tomorrow since we need final payroll to run today to give us up to date data. If everyone could do us a favor and go into your timesheet tomorrow or later and take a screenshot of the data, that way you have something to compare against once we get it all loaded to make sure nothing was missed or keyed incorrectly. As a reminder, with the holiday yesterday everyone will want to be mindful of working more than 32 hours this week. I understand several are involved in the Luma project and may be needed for more than 32 hours but for those who don't have critical priorities requiring extra hours, please limit your hours to 32. What happens during holiday weeks is that employees receive their holiday pay plus any hours worked, which affects the agency budget a little differently than other weeks (normally time over 40 would accrue for FLSA exempt employees but during the holiday it pays out those hours plus holiday pay). For future holiday weeks, please get pre-approval from your supervisor and HR Manager/Bureau Chief/Chief Learning Officer to work more than 32 hours of ACT in a holiday week. Oh My!) In-Reply-To: References: Message-ID: Hello! Luckily there are no lions, tigers and bears... oh my! But there are a few (more) Luma related things to know as part of today's Go-Live! As part of our transition to the Luma system, the Luma team gathered information from each agency on who should be approvers for Human Capital Management (HCM) workflows in the system. Previously, these roles were a variety of positions ranging from fiscal to deputy directors and even directors. Once the agency approved the action, it would then go the DHR to approve. After we reviewed the information that was submitted by agencies for the workflow approvals, we determined that the agency approvals should be DHR employees located at the agencies rather than non-DHR/HR employees in the agencies. Therefore, we have updated what was submitted to have agency DHR employees as the final agency approver on HCM actions (for a complete list of those actions, see the attached PowerPoint; in general, they include hire/separation actions, pay, classification, etc.); some of these actions require additional DHR Central Office approvals after agency DHR approvals are complete but most are finalized at the agency DHR level (usually the HR Officer assigned to the agency). If you would like detailed information on who the HCM Workflow Approvers are for your agency, see the attached document titled "Copy of Workflow Approvers." If you want information on who has which HCM security roles for your agency, please see the attached workbook titled "Copy of HCM Security Role Workbook" and the "2023-04-24 HCM Role Descriptions" documents. The Workflow Approvers and Security Role documents change as staff changes so this is accurate as of 6/15. For some of our larger agencies, they have processes in addition to what happens in the system, for instance Health and Welfare has a SharePoint routing system that is used to approve requests prior to being input into the system. This is a great way for others in the agency to be able to approve requests prior to them being input into the system. If your agency would like to have additional individuals involved in the approval process, you will want to develop a method for doing so outside of the system approval process. If an agency needs to request a change to their existing security roles and/or workflow approvers for HCM, we want them to first discuss the request with their assigned HR Officer (or HR Manager, if that position is vacant in your agency) before submitting request to their Security Role Administrator to implement the change. That way, the HR Officer has an opportunity to determine the appropriate workflow approvers and security roles before coming to DHR Central for review. The Security Role Administrator list is attached to this email. Generally speaking, this is the same person agencies would have gone to previously for any security updates to IPOPS, EIS, IBIS, etc. If you need any changes to your agency's Security Role Administrator, let Hanna Hall know at Hanna.Hall at dhr.idaho.gov. Finally, if you need any other HCM support related to Luma, please see the attached document titled "HCM Luma Support." To ensure we appropriately vet all questions related to HCM and provide accurate information, please use this process. If you are doing a termination in Luma, and the person had Luma access, you will need to complete a SAR Form to remove the access. The instructions are found here: https://www.sco.idaho.gov/LivePages/Security%20Form%20Overview.aspx. If you get an error that you need to find their prior SAR form, follow the steps below. This is a workaround for now as these forms will be loaded in the system within a few weeks. You will need to complete this in 2 steps: 1. Create the SAR, do not check "Terminate", select "Delete" for the action field in all tabs. 2. Save. 3. Reopen and check "Terminate." 4. Submit. Again, for any questions regarding this process, please submit to DHRSuppot at dhr.idaho.gov. [eeoc banner] June 27, 2023 EEOC Starts Accepting Charges Under New Pregnant Workers Fairness Act (corrected links) WASHINGTON - Today, the Pregnant Workers Fairness Act (PWFA) will take effect, expanding long-overdue protections to ensure that workers experiencing pregnancy, childbirth, or related medical conditions have the right to reasonable accommodations in the workplace. The law was signed by President Joe Biden last year, and as it goes into effect today, the U.S. Equal Employment Opportunity Commission (EEOC) will begin accepting charges of discrimination under this new statute for incidents that occurred on or after June 27, 2023. The PWFA requires covered employers to provide reasonable accommodations to a worker's known limitations related to pregnancy, childbirth, or related medical conditions, unless the accommodation will cause the employer an undue hardship. This law builds upon existing protections against pregnancy discrimination under Title VII of the Civil Rights Act. "I am honored to lead the EEOC as we enforce a new civil rights law. For workers and job applicants, the PWFA will help ensure economic security at a critical time in their lives," said EEOC Chair Charlotte A. Burrows. "The EEOC stands ready to support employers as they carry out the PWFA's directives and to support workers in receiving the accommodations they are entitled to under the PWFA." In addition to accepting charges, the agency released new additional educational resources, including tips for workers to request accommodations, a "Know Your Rights" video series, and a revised "Know Your Rights" poster required to be posted in most workplaces. Previously released resources include a Q&A on "What You Should Know about the Pregnant Workers Fairness Act," an infographic for employers, and an informational poster about the PWFA for healthcare providers' offices. The EEOC is the federal agency designated by Congress with implementing and enforcing the PWFA. Luma Go-Live Process Good morning Security Request Administrators, As we transition to Luma, the State Controller?s Office will continue to use the Security Access Request (SAR) form to add, change, and terminate security roles. For Luma Go-Live, the current process of asking the Security Request Administrator (SRA) to submit forms for each employee with Luma Security Roles has been modified. The State Controller?s Office will be initiating security requests by filling out the forms on behalf of the agency and submitting them to directors for approval. The rest of the process will be followed as normal. This will result in numerous requests for directors and/or their proxies to approve each employee as the requests are submitted. We expect this process to take about a month. Your patience as we work through getting everyone documented in the system is greatly appreciated. For new, changes, or terminations of employees with security roles after each go-live, they must be made via the SAR form. The Security Request Form is open to the agencies for the HR and Payroll Roles as of June 20th. The Finance and Procurement section will be open on July 3rd. As we continue to work through the nuances of a new system, we are learning more and more each day! Yesterday, I met with Misty Lawrence, Bureau Chief for DFM, and she mentioned that their DFM analysts do not have all the information they need to locate and perform approvals (they're not sorted by agency on the State Finance/DFM end nor do they contain the necessary fiscal impact information). Hanna Hall sent an email last week with instructions to include the budget information in the comments section (see attached). Additionally, Hanna is working on getting the Agency Code added to the actions, which will help a ton! In the meantime, if you could ensure whoever is initiating these actions, includes the information noted from Hanna in the attached on any HCM items with a fiscal impact, and that when items are submitted to agency finance and DFM for review, notify them via email of the pending request and include the Work Unit #, so they can locate the action more easily! Also, there may be times where it makes more sense to get a pre-approval from DFM prior to entering actions (for instance, a high volume of pay changes, a high percentage pay increase, etc.). Please make sure you continue to follow our prior protocols in terms of having those discussions with your DFM analyst. We've also received a lot of questions about routing and figuring out where actions are in the process. To help, I've attached the HCM workflows along with the approval calendars/deadlines. Lastly, we are working on updating our Classification and Compensation forms to ensure we gather appropriate information to review requests and also make sure they're not redundant to what's in the system. I anticipate that'll be complete in the next couple of weeks. Thanks!
