Michelle Hermann will be taking on the role of Systems and Support Bureau Chief for DHR, beginning October 16th. Michelle is a graduate of Washington State University, Go Cougs!, where she earned a degree in Business Management with a minor in Human Resources. Her career journey began at Starbucks, where she quickly recognized her passion for business processes and customer focus. She then joined Cambia, the parent company of Blue Cross, as a recruiter, where she honed her skills in talent acquisition and people management. After her stint in the private sector, Michelle transitioned to the public sector, working as an HR Specialist Senior at Health and Welfare in Lewiston for two years. This experience provided her with invaluable insights into public administration and the unique opportunities of HR in government. Michelle then transferred to the Department of Lands, relocating her family to Boise. For the past eight years, she has been an integral part of IDL, consistently contributing to the agency's growth and success. At IDL, she has created processes, reports, and more. She is also a proud graduate of the Certified Public Manager program. Additionally, Michelle has played an active role in the LUMA project since its inception, showcasing her commitment to innovation and efficiency. In October 2022, Michelle became the HR Officer for IDL and has enjoyed working with staff to support the agency's mission, vision, and goals. On a personal note, she has been married to her husband, Kevin, for 14 years, and together, they have five wonderful children: Sophie (12), Carter (10), Russell (6), Jackson (4), and baby Bentley. Family is incredibly important to her, and they enjoy spending quality time together, often embarking on camping adventures in their RV. Additionally, Michelle has a unique and vibrant personality, with an undeniable passion for celebrating holidays and a quirky fascination with flamingos. As Michelle assumes the role of Systems and Support Bureau Chief, I have every confidence that her passion for HR, dedication to efficiency, and leadership skills will be invaluable in driving positive change. Please convey the following messages to impacted employees: Benefits Administrators - To ensure voluntary retirement deductions (457b with Nationwide and 401 with PERSI) are properly recorded, an employee needs to enter these deductions into Luma and complete any required forms with Nationwide and/or PERSI. Please note that HR is unable to perform this task on behalf of employees. For additional guidance, please reference the following Quick Reference Guides: 1. Change Voluntary Retirement Elections 2. Withdraw/End Voluntary Retirement Elections HR Generalists and Benefits Administrators - The Luma team has observed a recurring issue in a few agencies where newly hired employees are initiating Life Events to enroll for benefits instead of utilizing the designated NEW HIRE event. This is causing a delay in enrolling your employees and configuring payroll deductions. Unlike the New Hire events, we must carefully assess each other Life Event entry for accuracy. Please inform your newly hired employees that if they don't find a NEW HIRE event readily available when they log in, they should contact your HR office. This step is crucial as it allows us to review their profile and potentially escalate the issue to generate the event. While these events are designed to be automatically generated, there might be instances where an employee's profile lacks essential information at some point during the hiring process, resulting in the New Hire event not being created. It's important to emphasize that no other Life Event offers the same comprehensive benefits as the NEW HIRE event, and we want to ensure that employees don't miss out on benefits for which they may be eligible. For additional guidance, please reference the following Quick Reference Guides: 1. Life Event (Benefit Elections) 2. New Hire Event (Benefit Elections) Payroll Administrators - Please remind employees that they can use timesheet presets to save time spent on populating the same cost accounting fields each week. Instructions are available in the Employee - Timesheet Entry with Cost Accounting microlearning. Requests for Action Approvers - when employees transfer agencies, please make sure that the new legal establishment ID is updated to the new agency number. Reclassification action - There are issues with defaulting rules when performing a reclassification action. Luma does not automatically update the pay grade when an employee reclassifies into a different pay grade. For the time being, please send the position number, appropriate pay grade, and effective date to the DHR Support email and we will manually fix it. DHR will run a report to assess how many pay grades are incorrect and contact each agency to discuss the details and a solution. Reminders of Best Practices BEFORE you hire/add a work assignment for an employee that works at another agency, communicate with the other agency's HR first. This will help prevent issues with annual contract employees, primary work assignments, etc. Note, this does not apply to BSU, ISU, and University of Idaho employees. Updates on Open Issues We are aware that employees are continuing to receive notifications about changes to their goals, and there is an ongoing SNOW ticket to address and resolve this issue. The microlearnings for both LOA and ER on 10/11 and 10/18 are being canceled for now. We are working on solutions to confidentiality concerns. Please direct employees to continue to not utilize those modules. Updates & Changes Luma L&D Module: We are excited to announce an important transition in our training systems here at Luma. On October 30th, the Luma Microlearning Modules will be available in the Learning & Development (L&D) module within Luma, marking a significant step forward in enhancing our Luma training experience. Microlearnings previously accessible through the Training link on the Statewide homepage will be accessed through L&D. Be on the lookout for further information on Luma training on the Statewide Homepage. The L&D module has been designed to offer a more streamlined, accessible, and supportive learning and development process for all employees. Here are some key features and benefits of the Luma L&D: Statewide Training Catalog, Personalized Development Plans, Luma Onboarding, Direct Assignment of Training, Instructor-Led Training, on-demand training, and access to training transcripts (Development Profiles) to follow an employee through State employment. Several agencies, including DHR, DHW, STC and DEQ are already using L&D for all of their agency and statewide training. Additional agencies are slated for this move this fall. Effective October 30th, we will be transitioning to the Luma Learning & Development (L&D) module. Data from the previous learning platform, Luma Training, hosted on the Enterprise Dashboard, will soon be migrated to L&D. This migration will include attendance records and e-learning courses. The L&D module has been designed to offer a more streamlined, accessible, and supportive learning and development process for all Luma employees. Key features and benefits of the Luma L&D module include a comprehensive training catalog, personalized development plans, Luma onboarding, direct training assignment, registration, and access to training transcripts. Reminders of Best Practices Temporary Merit Increases: If you have employees that need a temporary merit increase, please send applicable information to Logan Klaas at logan.klaas at dhr.idaho.gov to process. The Temp Merit Increase will be added on top of the employee's base pay ensuring the employee remains at the correct comp ratio. Please do not process a change to the employee's base pay rate if the increase is meant to be temporary. Doing so will cause issues which can only be resolved by DHR and SCO. When submitting the request, please include the following information and also copy your agency's HRO: 1. Employee Name 2. Employee Number 3. Dollar Amount Increase OR Percentage Increase (Luma can handle either) 4. Effective StartDate 5. Her most recent position as an HR Specialist, Sr. supporting the Department of Health and Welfare has been one of her favorite roles to date. We understand the potential inconveniences outages during the system maintenance may cause and appreciate your continued support as we continue to improve Luma?s performance and capabilities. We have been made aware of the following changes following the October CU: * In some cases, rules previously established in Outlook before the CU have been reset, causing all emails to directly land in the employee's inboxes. Kindly review and update your Outlook rules to implement any desired changes. * If you had personalized reports set up before the CU and they are now malfunctioning, please revisit and update these reports. Spread the Word In this section of the newsletter, we ask our dedicated staff to take the lead in keeping agency colleagues well-informed and connected. Please convey the following messages to impacted employees: * HR Generalists and L&D Administrators: As communicated previously, effective October 30th, we will be transitioning to the Luma Learning & Development (L&D) module. A video highlighting access and navigation can be viewed here! * Recruiters: The create a requisition, update a requisition, and define offer approvals processes are changing in the system - they will no longer be automated. All recruiters are highly encouraged to attend the upcoming Requisition and Define Offer Approval micro-learning session (two options offered ? see details below). Please invite Hiring Managers or Leadership to the upcoming microlearning if applicable. * Payroll Admins: Please utilize the Biweekly Timesheet/Payroll Calendar to stay aware of changes to the on-cycle/off-cycle schedule given upcoming holidays. Additional correspondence is forthcoming that will detail dates pertinent to MLA and timesheet submissions. * All HR and Payroll Employees: Instructions/guidance on accessing W-2 for former employees prior to Luma and those separated after Luma can be viewed here. * Please take 5 minutes and complete your ?Danger Zone (Social Engineering)? online 2023 October Cybersecurity Awareness module in L&D! We are almost 50% complete statewide with just over 2 weeks remaining. If you did not receive the Cybersecurity training, please email cybertraining at idaho.gov. Reminders of Best Practices Please access Quick Reference Guides (QRGs) through the Knowledge Base only. Do not save them to your computer as they are updated on a regular basis. Do you work on a holiday? Please review the following guidance for coding accrued hours worked on a holiday: * For FLSA Exempt, code HOS Holiday Worked Accrued (1.0) - Hours worked on holiday by an employee with an ?exempt? FLSA code. HOS hours will be accrued as compensatory time at 1.0 times the hours the employee worked on the holiday up to the maximum balance allowed of 240 hours. Hours worked on a holiday should be coded as HOS, not ACT. For our FLSA Covered, HOA Holiday Worked Accrued (1.5) - Hours worked on a holiday by an employee with a ?covered? FLSA code. HOA hours will be accrued as compensatory time at 1.5 times the hours the employee worked on the holiday. Hours worked on a holiday should be coded as HOA, not ACT. If an employee works on a holiday and accrues that as compensatory time, please review the Summary sections on timesheets to ensure they are Paid for 40 hours.
