[IDHR] Updated Education Reimbursement Policy and Forms

Good morning!

We have recently updated statewide policy Section 11: Education Reimbursement. The updates are as follows and the policy can be found here<https://dhr.idaho.gov/wp-content/uploads/2023/10/Section-11-Education-Reimbursement_rev102023_Final.pdf>.


  *   Further defines eligible and ineligible costs.
  *   Further defines taxability.
  *   Adds "Working Condition Benefit" option.
  *   Outlines processing a reimbursement in Luma.
  *   Links to updated request form.
