[Igc] Structures and Landmarks Stewardship Plan

For your further reading pleasure, we have just published a clean draft of the Structures and Landmarks Stewardship Plan. This plan is designed to help Structures Stewards organize their activities for  maintaining and managing this Framework dataset. Even if Structures isn't your focus,  reading this plan will help you get a good idea of how to write a stewardship plan for other datasets. The resulting final draft will be tested and honed by the Stewards. Thanks for your insights and input.
