[Igc] Scheduling change for IGC-EC meetings

In an effort to more closely align the IGC-EC Committee meetings with the annual election of committee members and the bi-annual IGC meetings, the IGC-EC meetings are being shifted to odd months, from the current even months.  Please note that the December 18th IGC-EC meeting will be cancelled, and we will be starting the new schedule in January.

To make the transition as seamless as possible, the IGC-EC meetings will be held on the third Thursday of the month in which they are scheduled.

Proposed meeting schedule for 2015:
(All meetings will be 9:30 am - 11:30 am)

March 19
May 21
July 16
September 17
November 19
