[Igc] New Soil TWG starting up - request for interested parties to join

A new Soil TWG is being started and headed up by Jerry Korol with NRCS.  This TWG will be under the Idaho Geospatial Council.  Mr. Korol has asked that anyone interested in being on the TWG contact him by the end of next week.  He is hoping to schedule a conference call for the last week of January.
