My guess is that the address ipelsnews at admws.idaho.gov<mailto:ipelsnews at admws.idaho.gov> is just a distribution list with the email addresses of everyone licensed in Idaho.  When they generate the newsletter, they send it to that address which then forwards it on to everyone.

This way, they don’t have an email header with thousands of separate email addresses in the ‘to’ field.

But that means that anyone replying to that address will have their email forwarded on to everyone licensed in Idaho too.

Generally there is an unsubscribe at admws.idaho.gove<mailto:unsubscribe at admws.idaho.gove> that you would respond to instead, but I don’t see that in the newsletter anywhere.
