[StateGIS] ESRI Licensing follow-up

Everybody,

It came up at the state meeting that the State of Washington, negotiated new pricing with ESRI

The State of Idaho Purchasing department and I had a call with the Washington State person that was involved with this new contract with ESRI.
The main difference with Idaho and Washington is that Idaho spent about $200,000 with ESRI last year and the State of Washington spent 1.2 million.

We (purchasing and our office) will continue to work on better prices.
