Hello, if this is Erin, hi.Another IF, if Ligado is this satellite based cell phone proposal fka Light Squared, all the past testing showed significant interference with GPS signal, and the surveying community responded with others, in force to stop it.Hard to imagine congressional approval, but there is little rational thought out there right now. The vendors claim that they can design receivers to ignore this noise.(salesmen will say anything) but of course every GPS unit out there would have to be replaced.

Subject: Ligado Research    Erin,    I decided to do my own research beyond the reference sent.  The first article below from Mar 28th seems to be all sunshine and lollypops about Ligado not interfering with GPS receivers.  Evidently the other articles all cast doubt on the state of testing for interference.  I have read enough to be convinced to support the proposed statement to the FCC.    If Wilma thinks it beneficial, perhaps having these additional documents would help shorten the discussion.
