[CLBS] Can debtor pay less than 100% of tax debt through chapter 13 plan when no discharge is sought?

I doubt this is possible, but if debtor is not eligible for a discharge due
to a recent chapter 7, can debtor propose to pay less than 100% to priority
taxes throughout the 5 year plan? Debtor would have to pay $1300/month to
pay off the tax debt in 5 years, but only has about $400/month disposable,
so it's not feasible. Just trying to come up with something that works.
