[CLBS] ISTC bank levy procedure

Does anyone know the procedure that ISTC has to follow for a bank levy? A
friend of mine had his funds swiped from his bank account and of course he
doesn't recall receiving any kind of notice. Just wondering what they are
required to serve him with prior to swiping the funds, or do they serve a
bank levy on the bank, and then stick the notice in the mail where the
debtor doesn't receive it until 2 days after the fact?
