[NCASG] Question - Total Compensation Value Calculation

Good Afternoon!

Quick Inquiry - for those states that calculate a total compensation value
what methodology are you using to calculate the value and position to
market for Benefits (Health Insurance Plans) and Retirement?  Are you doing
this in house or is it outsourced?  If outsourced, what vendor are you
using?  Colorado's total compensation value is below as an example. I would
appreciate any feedback that you could provide.  Thanks so much!
