[NCASG] Survey: classified (merit) or unclassified (non-merit/at will) position

Good afternoon,

In Iowa, we have the classification of Correctional Security Director
<https://das.iowa.gov/sites/default/files/hr/documents/class_and_pay/JobClassDescriptions/CorrectionalSecurityDirector-86416.pdf>.
While merit status is determined on a position-by-position basis here,
positions in this class are merit-covered.
