Here is New York’s response. We have a janitorial title series that performs cleaning functions at State facilities. These positions report up through the supervisory chain, and eventually report to either a Maintenance Supervisor, or an unclassified Facilities Director, depending upon setting. Below is the Classification Standard for the Janitor title series. Facilities may not have all supervisory titles. It depends on the size of the cleaning workforce.

Most of our grounds work is performed by Facility Operations Assistant (FOA) (Grounds) positions. Below is the Classification Standard for FOA. You will want to reference the parenthetics attachment at the bottom for the grounds work descriptions. When classifying positions, the distinguishing characteristics section of the standard applies.

There are also Supervisor Grounds and Head Grounds Supervisor titles to supervise the FOA (Grounds). Below is the Classification Standard for those two titles. The titles typically report to a Maintenance Supervisor or unclassified Facilities Director.

For building maintenance functions, we use Trades Generalists, Trades Specialists in various parenthetics, and Maintenance Supervisors. For power plant operations and maintenance, we use Plant Utilities Engineers and Plant Superintendents. Classification Standard links are below for all titles. There are many parenthetics for Trades Specialist, so I included more common trades.

Pay ranges for all titles are below. Generally, candidates start at Hiring Rate, and progress to Job Rate over six or seven years, depending upon salary schedule and negotiating unit. Some titles be the same grade but have different pay ranges because they are assigned to different negotiating units. There are generally no certifications or other factors that impact pay for these titles.

Wyoming is currently in the middle of a trades occupational study and one common discussion point we are encountering is related to our Custodial positions and Buildings and Grounds positions. Our Buildings and Grounds and Custodial positions range from a TDBG01 (Janitorial/Custodian) to a TDBG12 (Management/Operations). This family of our positions includes those whose purpose is to maintain grounds using hand or power tools or equipment and to keep buildings clean and in orderly condition. If you have a few moments, the following questions would greatly help us move forward:

1. What is the organizational structure of your Buildings and Grounds and Custodial positions? Any organizational charts you might be willing to share would be of great help.
