Missouri wanted to add more information to our previous response.
Classification & Compensation Philosophy
The State is committed to the citizens, residents and communities it serves, and to its employees. To accomplish this goal, the State has a classification & compensation philosophy that reflects the importance employees play in attaining its mission. The classification and compensation plan is a clear measure of the value employees bring to the State.
Compensation Plan
* Allows the State to attract and retain high performing employees
* Ensures that employees are compensated fairly and paid for their performance
* Influences managers to manage and address performance
* Pays an appropriate salary based on the relevant market and the employee's knowledge, experience, and performance
* Reinforces the dual career path classification structure
* Provides direction and a framework to make sure that the State has the right people in the right positions
* Provides consistency in pay decisions across the State
Goals of the Compensation Plan
* Align compensation paid by State to a competitive position as compared to the relevant comparator groups in the marketplace
* Control and monitor compensation expense as part of the overall operating expense
* Provide a tool to monitor compensation issues and trends internally and in the external labor market
* Align positions based on job content and internal equity
* Address retention and turnover linked to compensation
* Serve as a resource for managers
