[NCASG] President Executive Order Federal Contractors Minimum Wage

Good Morning from Delaware:
Have any of you reviewed the Presidential Executive Order (PEO) on Increasing the Minimum Wage for Federal Contractors (April 27, 2021) in relation to Federal Funds received for Medicaid, by the Department of Transportation for roadways and infrastructure, supplemental Unemployment Funds, etc.? Whereas grants are specifically excluded I am not sure if the monies previously mentioned are considered grants. Does receipt of these funds make the State a federal contractor? The hyperlink to the PEO is below, final regulations will not be issued until November 24, 2021 and effective date is specified as January 30, 2021.
