[NCASG] One Time Bonuses

Happy Wednesday Everyone,
Tennessee's Dept of Human Resources is considering revising our one-time bonus policy and we would like to see what other states have in place for this, particularly what kind of justification is needed for a bonus to be granted and how often an employee can receive a bonus. For Tennessee, our policy currently reads as:
"An agency may request a one-time incentive bonus payment for any employee. The appointing authority must submit to the Department written justification detailing the incentive. Such payments shall not be made to compensate for additional work hours by an employee. An employee may only receive this bonus once per calendar year."
If you could share similar policies or insights for your state, that would be greatly appreciated.
